McMillan Welcomes Drop in Crime in East Dunbartonshire

Stuart McMillan MSP, (SNP) has today (Wednesday) welcomed the news from the Scottish Government that there has been a drop in recorded crime from 2006-07 to 2009-10.

Mr McMillan received the response, from the Cabinet Secretary for Justice, in a Parliamentary Question he raised asking the Scottish Government how many crimes were recorded in (a) 2006-07 and (b) 2009-10, broken down by local authority area.

Mr McMillan said;

"I welcome the news from the Scottish Government that recorded crime in East Dunbartonshire has dropped from 4,874 incidents in 2006-07 to 4,047 in 2009-10.

"These figures clearly demonstrates the actions taken by this SNP Government to tackle crime in our communities is paying dividend.

"The 1,000 extra police officers on our streets has been an important step to reassure the public that the SNP Government is committed to creating safer streets and communities."

McMillan Signs the Global Parkinson’s Pledge

Stuart McMillan MSP, (SNP) has joined his Parliamentary colleagues in signing up to the global Parkinson’s pledge which will be the lasting legacy of the second ever World Parkinson Congress (WPC) being held in Glasgow this week (28 September - 1 October).

Celebrities such as Gavin Hastings, Richard Briers, Graham Norton, Gary Lineker and Twiggy have also signed the pledge which will help make Parkinson’s a health, social and economic priority around the world and to work together to find a cure for Parkinson’s.

Mr. McMillan said;

"The World Parkinson’s Congress is this week calling on people in Inverclyde to sign up to the global pledge to support the Congress’ efforts in finding a cure.

"With around 7.4 million people in the world with Parkinson’s, for which there is no known cure, it is important that people appreciate the aim of this pledge and sign up to it as well.

"People in the public eye like ex-boxer Muhammad Ali, actor Michael J. Fox and Scotland’s own Margo MacDonald MSP, who have Parkinson’s, have shown us that life does go on but that it also impacts lives in many ways.

"I wish the World Parkinson’s Congress well in their endeavours to find a cure for Parkinson’s through their movement to push for breakthroughs in research. I hope people in Inverclyde have a look at their website parkinsons.org.uk/pledge and sign up to the campaign."

Katherine Crawford, Scotland Manager at Parkinson’s UK, said;

"It’s fantastic that Stuart McMillan MSP is behind our campaign to work together and find a cure for Parkinson’s. This could help make a real difference to the 10,000 Scots and 7.2 million people worldwide who live with Parkinson’s. It’s easy to get involved and make a real difference. You can sign the global Parkinson’s pledge and join the Parkinson’s movement. You can find out more about the condition through Parkinson’s UK. Or you can make a donation to help us find a cure for Parkinson’s."

McMillan Congratulates Friends of Wemyss Bay Station

Mr McMillan said;

"I was pleased to hear the news from the Friends of Wemyss Bay Station they had scooped the Best Station Adoption Group award at the recent ACoRP Rail Awards.

"I know from visiting the station on a number of occasions and meeting with the Friends that they have taken a lot of pride in renovating the station and creating a pleasant environment for commuters and tourists.

"Therefore, I was delighted to lodge a motion of support in the Scottish Parliament to make all MSP's aware of their achievements."

McMillan Comments on Defence Study into Shipbuilding Jobs

Stuart McMillan MSP, (SNP) has commented on an independent report by Professor Michael Danson, University of West of Scotland, which discusses the impact of not building new carriers in Scotland.

The report titled Estimated Household Impacts of BAE Systems Surface Ships has been sent to the UK Government's Strategic Defence and Security Review (SDSR).

Mr McMillan said;

"The impact of the Clyde yards goes well beyond Glasgow. This study, which has been submitted to the SDSR shows nearly 6000 households across Scotland are affected by the work at BAE.

"The valuable skills in those 3500 households directly connected to the yard and the 2500 indirectly supported by the shipyard economy are the reason why ships continue to be built on the Clyde and why BAE is one of the best shipyards in the world.

"The shipbuilding industry is an important part of Inverclyde's heritage and it's important we continue to recognise this and support the workers.

"Therefore, not building the two aircraft carriers in Scotland will have a direct affect on shipbuilding workers who live in Inverclyde, workers who are dependant on new orders to maintain their livelihood and look after their families.

"The UK Government has made welcome noises over the carrier contracts, but simply completing one will not be enough for either the defence needs of the UK or the workers on the Clyde. With the cross party submission put forward this week and the SNP Government meeting the Defence Secretary next week to raise our concerns and fight Scotland’s corner."

McMillan Stands Up For Local Defence Jobs

Stuart McMillan MSP (SNP) has made a formal submission to the Ministry of Defence standing up for local defence jobs.

The submission to the Strategic Defence and Security Review calls for the UK Tory and Lib Dem Government not to make any further conventional defence cuts in Scotland.

Mr McMillan highlighted the fact that in recent years there has been mammoth £5.6 defence under-spend in Scotland which is equal to a huge 36% budget shortfall.

In particular, Mr McMillan drew attention to the Navy Buildings in Greenock, writing:

"...with job cuts and unemployment already high in this area I fear the loss of the Navy Buildings would have a detrimental effect on the local community in terms of employment and infrastructure."

Mr McMillan went on to highlight why the MOD should make no conventional defence cuts locally or Scotland as a whole:

"…Statistics from the MOD show that since the last SDSR there has been an underspend of more than £5.6 billion (in Scotland), equating to a shortfall of 36%. In physical terms this has seen 10,000 defence jobs cut, key units being amalgamated and bases closed and downgraded in Scotland. Therefore, Scotland has already suffered disproportionate cuts and further cuts to defence spending in Scotland cannot be justified.

"The MOD must take account of its commitment to all nations and regions of the UK when considering defence spending and potential cuts. I would therefore urge the MOD to ensure that conventional defence spending in Scotland, and specifically Inverclyde, is protected for the foreseeable future."

Dear Sir,

Re: Submission to SDSR/Strategic Defence and Security Review

I write to you in order to make my submission to the Strategic Defence and Security Review (SDSR).

As I am sure you are aware since the last SDSR there has been a massive underspend in Scotland on defence. Statistics from the MOD show that since the last SDSR there has been an underspend of more than £5.6 billion, equating to a shortfall of 36%. In physical terms this has seen 10,000 defence jobs cut, key units being amalgamated and bases closed and downgraded in Scotland. Therefore, Scotland has already suffered disproportionate cuts and further cuts to defence spending in Scotland cannot be justified.

Whilst we are a part of the United Kingdom, I believe conventional defence spending should be spread throughout the whole of the UK and not merely centralised in certain areas. This includes protecting the Navy Buildings in Greenock, with job cuts and unemployment already high in this area I fear the loss of the Navy Buildings would have a detrimental effect on the local community in terms of employment and infrastructure. The economic and social costs in this instance are certainly significant and I would hope that this is taken into consideration when deciding the fate of the Navy Buildings in Greenock.

Further to protecting defence spending in Scotland, I believe it is a folly not to include Trident in the SDSR, the scrapping of which would save up to £100 billion. I believe there is an inherent danger in the current insistence of the Treasury that the costs of Trident’s replacement are to be met from the core MOD budget, which will merely squeeze spending on conventional defence further and cost more jobs.

The MOD must take account of its commitment to all nations and regions of the UK when considering defence spending and potential cuts. I would therefore urge the MOD to ensure that conventional defence spending in Scotland, and specifically Inverclyde, is protected for the foreseeable future.

Yours sincerely
Stuart McMillan MSP

McMillan Wears is Pink for Breast Cancer Campaign

Stuart McMillan MSP, (SNP) has joined forces with Breast Cancer Campaign to raise awareness of their annual ‘wear it pink day’ in association with Vanish.

On Friday 29 October 2010 supporters in schools, colleges and businesses throughout the country are encouraged to don an item of pink in support of Campaign and each donate £2 to fund innovative world-class breast cancer research.

Last year over one million people took part in ‘wear it pink’ to help improve survival rates for the one in nine women who experience breast cancer during their lifetime.

Mr. McMillan said;

"I support wear it pink every year as I know the fantastic effect the campaign has on raising awareness of breast cancer research.

"With over 38,000 women and 150 men estimated to be alive in Scotland who have been diagnosed with breast cancer it is well worth supporting this campaign.

"I would encourage everyone in Inverclyde to don something pink on 29 October and raise money for this extremely worthwhile cause.

"Taking part couldn’t be easier, just visit http://www.blogger.com/www.wearitpink.co.uk or phone 0800 107 3104 and register. I wish everyone taking part the best of luck."

McMillan Disappointed as Opposition Team up Against Scotland’s Health

Stuart McMillan MSP, (SNP) has expressed his disappointment at the failure of opposition MSPs to back measures that would cut alcohol consumption, save lives, money and improve safety in our communities at Holyrood.

The proposal for minimum pricing backed by the BMA, the police, all four UK medical officers, drinks manufacturers, landlords was opposed today (Wednesday) by an alliance of Labour, the Tories and the Lib Dems despite the SNP Government offering a trial period for the policy through a sunset clause.

Minimum pricing at 45p will have saved 50 lives in its first year and the SNP will now put the proposal before the whole Parliament giving all MSPs the opportunity to express their view.

Following the vote in the Health Committee Mr. McMillan said;

"The situation of Labour simply saying no for the sake of saying no is becoming increasingly frequent at Holyrood.

"This is just one more example of the opposition putting party politics before the health of people in Scotland.

"Labour has voted for a Tory plan that stops the SNP Government taking essential action to improve our health with no arguments put forward that justifies their decision to vote down minimum pricing and no alternatives presented. Their arguments were inconsistent and ineffective, a common theme these days.

"Why they can’t see that we have to take action now to tackle Scotland’s problem with alcohol abuse is beyond me. The SNP plans put the health of our nation first and I hope that MSPs use their head and vote for the Alcohol (Scotland) Bill, including minimum pricing at stage 3, when all politicians will have their say".

McMillan Welcomes Progress on High Hedges Issue

Stuart McMillan MSP, (SNP) has today (Wednesday) welcomed the announcement from the Minister for Community Safety that the Scottish Government is working on bringing forward a piece of legislation, with the target of introducing this to the Scottish Parliament after the May 2011 elections, to deal with high hedge and other nuisance vegetation disputes.

The Scottish Government is working on a cross party approach which it hopes will allow it to bring forward legislation to tackle this anti-social behaviour issue.

Mr McMillan said;

"I welcome the announcement from the Minister for Community Safety that the Scottish Government is working on a cross party approach to tackle high hedge disputes.

"I know, through speaking to constituents, that high hedge and other nuisance vegetation disputes can cause a lot of stress and worry for people. Some constituent have indicated to me they feel there is little assistance available to deal with the problem.

"Therefore, It's important that action is taken to tackle high hedge issues and highlight to constituents that assistance is available to deal with disputes and find a solution."

McMillan Encourages People in Inverclyde to Register for Voting

With the next Scottish Parliament election only seven months away West of Scotland MSP Stuart McMillan MSP is encouraging people in Inverclyde to make sure they are registered to vote.

Scots will next be called to the polls in May next year and with the possibility that Westminster election boundaries may also be redrawn, it is important that people ensure they are counted in any review of constituencies.

Mr. McMillan said;

"Next May's election will give people in Inverclyde the chance to vote for a government in Scotland that can lead us through the tough times we are facing.

"Obviously, in my opinion that is a government with experience and who will stand up for Scotland without bowing down to pressure from Westminster counterparts.

"At a time when we have a UK Government that Scotland didn't want and didn't vote for electing a strong Scottish Government, to stand up for and speak up for Scotland is more important than ever.

"With Westminster's plans to cut Scotland's representation, based on the number of people registered to vote, it is important we maintain the strongest possible voice at Westminster.

"However, regardless of who you vote for it is important to make sure you are registered to vote to ensure a fair and democratic process, and that means ensuring as many voters as possible are on the electoral role.

"Anyone in Inverclyde can do this by visiting www.aboutmyvote.co.uk or phoning 0141 842 5922."

McMillan Welcomes HMIe Reports for East Dunbartonshire Schools

Stuart McMillan MSP, (SNP) has today (Tuesday) welcomed the publication of reports by HM Inspectorate of Education (HMIe) that praise two schools in East Dunbartonshire.

The reports relate to Oxgang Primary School and Turnbull High School. Oxgang Primary received four 'very good' evaluations and one 'excellent' evaluation. Turnbull High received three 'very good' evaluations and two 'excellent' evaluations.

Mr McMillan said;

"I feel its important to recognise when a school receives a positive report from HMIe.

"I have written to both Oxgang Primary and Turnbull High to praise them on their positive reports and have also lodged a motion of support in the Scottish Parliament.

"A great deal of credit goes to all staff members for their hard work and dedication which is evident by their respective schools receiving such a report.

"Therefore, I hope this report will allow the schools to go from strength to strength in the future."

McMillan Welcomes Huge Savings for Inverclyde Businesses

Stuart McMillan MSP, (SNP) has welcomed figures from the Scottish Government showing almost £2,000 in savings for Inverclyde businesses through the Small Business Bonus Scheme in the last year.

Figures revealed through a Parliamentary Question by Mr McMillan’s SNP colleague Christina McKelvie MSP, show an average of £1,351 savings for small businesses in Inverclyde in 2008-209 and £1,757 in 2009-2010.

Mr. McMillan said;

"I have been an advocate of the Small Business Bonus Scheme from the outset and these figures prove just how much it has benefited businesses in Inverclyde.

"An average of £1,757 is a huge sum of money for many small businesses and to have saved in the last year alone is phenomenal.

"This is another example of what the Scottish Government has done to boost Inverclyde’s economy and I fully support anything that can assist businesses in what has been an extremely challenging financial climate".

McMillan Raises Renewable Jobs for Inverclyde with Minister for Energy

Stuart McMillan MSP, (SNP) has raised the issue of bringing renewable jobs to Inverclyde with the Minister for Energy during General Question Time in the Scottish Parliament.

Mr McMillan has recently written to the Minister to promote Inverclyde as a renewable hub and to make him aware of organisations such as Jenda Energy and 20/20 Renewables who are both based at Clyde View, Riverside Business Park, Greenock.

Mr McMillan said;

"The Minister for Energy is aware of my interest in bringing renewable jobs to Inverclyde and promoting the area.

"This is why I raised the issue with him, in the Parliament, in the hope of receiving assurances that places such as Inverclyde will not be omitted from any new renewable jobs coming to Scotland

"Therefore, I was pleased with the Minister's response and that he encourages Inverclyde to make their presence felt regarding renewables. I was also delighted that he indicated his willingness to travel to Inverclyde to meet with renewable organisations."

McMillan Welcomes Insulation Cost Help

Stuart McMillan MSP, (SNP) has welcomed a cash injection from the Scottish Government to help households in East Dunbartonshire save on fuel bills.

13,600 homes in Kirkintilloch are going to be offered loft and cavity wall insulation to help drive down costly fuel bill in preparation for winter.

Low-income households will be offered free insulation, with higher-income households receiving a discounted deal.

The package of measures will help households save, on average, £50 a year on fuel bills and significantly cut carbon emissions in the home.

Mr. McMillan said;

"This is a fantastic opportunity, not just for householders to cut their own fuel bills and cut down their carbon emissions but the scheme will create and sustain employment opportunities for energy advisors, insulation manufacturers and installers in East Dunbartonshire.

"If we have a winter like last year it will be an even more welcome funding package.
"I know that lots of people are keen to make their homes more energy efficient and this is a great example of the Scottish Government working with the green industry to deliver a way of doing just that.

"This will also go a long way to eradicating fuel poverty in East Dunbartonshire and I am pleased the funding is coming in this direction".

McMillan Promotes Inverclyde As Location for Cultural Event

Stuart McMillan MSP, (SNP) and Member of the Tourism Committee has promoted the cause of Inverclyde to be a location to host any future Gathering event in Scotland.

Mr McMillan was asking questions of Dr Geoff Riddington (Grid Economics (Scotland) Ltd) during the evidence session of the Economy, Energy and Tourism Committee meeting on Wednesday 8th September at the Scottish Parliament.

Mr McMillan said;

" I suggested that, if there is going to be a new gathering event in Scotland in 2014, it could be held somewhere such as Greenock.

"We have the historic Customhouse, from which hundreds of thousands of Scots left to go the new world. This would be an ideal opportunity to promote Inverclyde as a tourist destination and a place to visit. Furthermore the genealogy tourism sector is something that has been increasing in recent years and as such, this may be an opportunity for Inverclyde to fully get in on the act and provide another tourism activity.

"Therefore, I was delighted when Mr Riddington agreed with me that this is an idea worth pursuing and I have already written to the Scottish Government raising this proposal."

McMillan Welcomes Funding for A78 Greenock

Stuart McMillan MSP, (SNP) has today (Monday) welcomed the announcement from Amey that a Transport Scotland scheme on the A78 next month will see the trunk road return to carrying traffic in both directions on Inverkip Street through Greenock.

Managed by Amey, the £145,000 project includes alterations to South Street Roundabout, resurfacing of Inverkip Street at Newton Street junction, kerbing realignment, signing changes, and new road markings.

The works on the roundabout at South Street are scheduled to last 10 days, starting Friday 8th October, with works by Newton Street following on after.

Mr McMillan said;

"I fully welcome this announcement from Amey that work is to be carried out on the A78 Inverkip Street through Greenock.

"I raised this issue with Amey back in 2007 as I felt the road needed resurfaced. Therefore, I welcome the common sense decision that has been taken to make the improvements to bring the trunk road back to two-way removing the need for the diversion.

"This announcement is good news for Inverclyde."

McMillan Condemns Postal Privatisation

Stuart McMillan MSP, (SNP) has today (Friday) condemned the UK Coalition Government plans to go ahead with Royal Mail privatisation.

Mr. McMillan said;

"This is undoubtedly the wrong decision being made at the worst possible time. Part-privatisation would be damaging enough but this must signal the beginning of the end for Royal Mail with job losses, service cuts and a deterioration in the working conditions of postal workers inevitable.

"Vince Cable’s plan raises real credibility questions for the Liberal Democrats who, particularly in East Dunbartonshire, campaigned to protect postal services before the election. We now have Liberal Democrats in government rushing to implement policies that will have a hugely damaging effect on Scotland.

"It is interesting that the Lib Dems ‘Save our Post Offices’ policy page has been removed from their website. Are they now regretting such a pledge given the likelihood many post offices may have to close under the new proposals?

"A statement from Jo Swinson on her own website states: ‘The Coalition Agreement, drawn up in May 2010, finally offers security for our much valued Post Offices.’ She must surely now apologise to the people of East Dunbartonshire for claiming, falsely, that the Lib Dems would ensure the future of the Royal Mail services.

"Talk of giving a few shares to staff is merely a smokescreen to make the plan more palatable, and Royal Mail would inevitably end up like some of the other utilities that have been privatised, potentially end up under foreign ownership.

"There is no logic behind these proposals. Royal Mail cannot be viewed as just another company. It provides an essential public service, especially to smaller communities and small businesses who do not have access to alternative carriers."

McMillan Encourages Autism Strategy Submissions

Stuart McMillan MSP, (SNP) in encouraging people in Inverclyde to contribute to the Scottish Government’s Autism Strategy Consultation.

The strategy - Towards an Autism Strategy for Scotland - sets out what the Scottish Government in partnership with users, carers and professionals proposes to do to meet the needs of people with autism spectrum disorder (ASD) in response to growing concerns about available support.

It will seek views on what improvements can be made to services, identify gaps in provision and areas for future action.

Mr. McMillan said;

"It is extremely important that we ensure every individual is included and truly integrated into society as valued citizens.

"In order for this to happen access to personalised support when it is needed in education, social care and healthcare, as well as enabling individuals to contribute to the economy through employment is crucial.

"I am pleased that the Scottish Government are moving forward with this strategy by allowing people in Inverclyde their say on how to progress with Autism care and assistance.

"The long-term vision is that a major shift is needed in society's attitudes towards autism, which will only be achieved through partnership working between central and local government and the independent sector.

"I would encourage anyone in Inverclyde to get involved and give their views on the strategy and improving services for people living with autism and their carers.

"You can find the consultation on the Scottish Government website http://www.blogger.com/www.scotland.gov.uk or by contacting my office on 0141 889 9519 where we would be happy to assist anyone wishing to contribute to the consultation".
· Link to Scottish Government consultation: http://www.scotland.gov.uk/Publications/2010/09/07141141/0

· Among the 26 recommendations in the draft strategy are:

· The Autism Spectrum Disorder Reference Group should be reconvened on a long-term basis to include COSLA membership to oversee developments and to progress change. It should produce an annual report to relevant Ministers

· The Reference Group should commission research to examine and compare the outcomes in relation to quality of life for those who are supported by autism service providers and individuals who access generic provision and that relevant findings are used to inform revised guidance for commissioners of services for people with ASD

· The group, in collaboration with autism service providers, will identify the key determinants of service provision that result in improved quality of life for people with ASD, across the spectrum and across the lifespan

· Agencies and services should develop a menu of interventions including therapeutic interventions and counselling for children, young people and adults with an ASD that are immediately available, appropriate and flexible to individual need

· The group should host an event to evaluate and recognise good practice in Scotland to disseminate models of practice, to evaluate success, recognise benefits and limitations and agree how to develop good models across the country in a way that is cost-effective.

McMillan Writes to Council Regarding Equal Pay Disputes

Stuart McMillan MSP, (SNP) has today written to the Chief Executive of East Dunbartonshire Council asking for information under the Freedom of Information Scotland Act 2002 regarding Equal Pay disputes.

Mr McMillan has been contacted by a number of Council employees who are demanding answers from East Dunbartonshire Council to equal pay disputes.

Mr McMillan said;

"I have been contacted by a number of East Dunbartonshire Council eployees who are anxious to know what the Council is doing regarding equal pay disputes.

"Therefore, I felt it was important to write to the Council and establish what funding they have borrowed to meet equal pay settlements and which employees will receive funding in connection with equal pay disputes.

"I hope I will receive the answers, from East Dunbartonshire Council, which I can relay to my constituents and make them aware that action is being taken regarding any pay disputes."

McMillan Adds His Support for Minimum Pricing During Parliamentary Debate

Stuart McMillan MSP, (SNP) has added his support to the Scottish Government's proposal of introducing a minimum price for alcohol of 45p per unit during a Scottish Parliament debate on the Scottish Government's future legislative programme.

The Scottish Government argue that introducing a minimum price of 45p per unit would have significant health and social benefits including, in the first year:

- 50 fewer deaths from alcohol-related harm
- 1,200 fewer hospital admissions
- A £5.5 million reduction in health care costs
- 22,900 fewer days absence from work
After 10 years, benefits would increase to:
- 225 fewer deaths from alcohol-related harm annually
- 4,200 fewer hospital admissions annually
- An £83 million reduction in health care costs over the 10 year period
Mr McMillan said;

"During the summer recess period I spent an evening on patrol with police officers in Kirkintilloch. One incident which reaffirmed my support for minimum pricing was when two men in their early twenties were stopped. They were in possession of two bottles of wine.

"When the officers queried why they had purchased red wine, as compared to beer, their response was startling, the men said its was a great deal.

"This highlighted to me the problem we face in Scotland regarding alcohol is that it can be purchased so cheaply.

"Therefore, I strongly welcome the announcement by the Scottish Government that a minimum price on the unit sale of alcohol will be set at 45p per unit. No longer can it be appropriate and justifiable for alcohol to be cheaper to purchase than bottled water."

McMillan Welcomes Reservoir Safety Bill

Stuart McMillan MSP (SNP) has today (Wednesday) welcomed the Reservoir Safety Bill that was introduced as part of the SNP Government's legislative programme for the year ahead.

The Reservoir Safety Bill will help to improve public safety and protection from flooding by introducing standards for safety and maintenance of reservoirs. Mr McMillan spoke in the debate on the SNP Government's legislative programme and highlighted the importance of the proposed Reservoir Safety Bill.

Mr McMillan said:

"I welcome the proposals brought forward by the SNP Government to introduce legislation on reservoir safety and was pleased to take part in a Parliamentary debate on the issue.

"Flooding is an issue that affects us all in Inverclyde and any legislation that can be introduced to help further alleviate this problem should be welcomed.

"This bill follows on from the Flood Risk Management (Scotland) Act 2009, I am sure the bill will work towards creating a better situation for flood prevention."

McMillan Welcomes BIKE2Go Funding for East Dunbartonshire

Stuart McMillan MSP, (SNP) has today (Wednesday) welcomed the announcement by the Scottish Government that a cycle hire initiative to provide greener, healthier travel options was launched by the Transport Minister. The £155,000 BIKE2Go scheme is the first of its kind to be introduced in Scotland. It provides bicycles free of charge to subscribers from nine locations across the town to boost cycling numbers, reducing emissions and promoting healthy activity.

Mr McMillan said;

"I'm pleased to see the Scottish Government is continuing to invest in greener, healthier methods of travel and I welcome the news that East Dunbartonshire, through Kirkintilloch and Lenzie, is to benefit from the BIKE2GO funding.

"It's vital in Scotland we play a leading role in reducing our carbon footprint and creating a more sustainable country for future generations.

"Therefore, with this announcement of funding from the Scottish Government providing bicycles free of charge to subscribers it will boost cycling numbers, reduce emissions and promote healthy activity."

McMillan Welcomes Additional Funding For Scottish Flood Forum

Stuart McMillan MSP, (SNP) has today (Wednesday) welcomed extra cash from the Scottish Government to assist the Scottish Flood Forum.
An additional £63,000 has been pledged by the SNP Government for communities at risk of being flooded.

The money, granted to the Scottish Flood Forum (SFF), will help communities identify flood risks and give them access to advice on what to do when flooding does occur.
Mr. McMillan said;

"This additional £63,000 is fantastic at a time when budgets are having to be cut across the board.

"The Scottish Flood Forum (SFF) plays an essential role in assisting and educating communities at risk from flooding and is therefore a vital asset when we consider climate change predictions state an increased risk of such an occurrence.

"If you are looking for flood advice, which as we know from experience is highly likely in certain parts of Inverclyde, the new SFF website at http://www.blogger.com/www.scottishfloodforum.org/, is an ideal place to start.

"I would encourage people in potential flood affected areas to get in touch with the SFF who, alongside the local authority, can arrange a free survey to be carried out at your home or business to assess the impact of flooding.

"The announcement coincides with SEPA publishing two new leaflets, which explain flood management changes and give the public key information to help them prepare for and deal with a flooding incident".

Stuart meets with First Minister Alex Salmond at yesterday's turf cutting ceremony at the site of Inverclyde's new arts centre at Greenock waterfront as work gets underway.

KNIFE CRIME FALLS 26% IN STRATHCLYDE

There has been a dramatic fall in the numbers of people carrying knives in Strathclyde.

New figures, released on the same day it was revealed that under the SNP there are now 588 additional police in Strathclyde show a 26% fall in the number of incidents of people carrying an offensive weapon – often a knife.

Stuart McMillan MSP, (SNP) today said the focus on alternatives for young people and serious punishments for those using a knife had had a real effect as he praised the efforts of police and communities.

Mr McMillan said:

"There has been a dramatic fall in the number of cases of knife carrying with over 1000 fewer incidents in Strathclyde in the last year.

"Carrying a knife is not acceptable in any circumstance and while there is further to go it seems that message is finally getting through to people.

"Strathclyde have put real resources and a real focus into tackling knife crime, alongside the Government’s "No knives, better lives" campaign and investment from Cashback for Communities in alternatives for our young people to knives, gangs and violence.

"However we must not be complacent. These figures show that while we still have a long way to go to wipe out knife crime and the damage it does to families we are making real progress.

"Strathclyde and the SNP Government deserve our support, not political posturing, to ensure this fall is not a one off but is the beginning of the end of knife culture in the west of Scotland."

McMillan Welcomes Minimum Pricing Announcement

Stuart McMillan MSP, (SNP) has today (Thursday) welcomed the announcement by the Scottish Government that the proposed minimum price for alcohol will be set at 45p per unit.

The Scottish Government argue that introducing a minimum price of 45p per unit would have significant health and social benefits including, in the first year:

50 fewer deaths from alcohol-related harm
1,200 fewer hospital admissions
A £5.5 million reduction in health care costs
22,900 fewer days absence from work

After 10 years, benefits would increase to:

225 fewer deaths from alcohol-related harm annually
4,200 fewer hospital admissions annually
An £83 million reduction in health care costs over the 10 year period

Mr McMillan said;

"I strongly welcome the announcement by the Scottish Government that a minimum price on the unit sale of alcohol will be set at 45p per unit.

"Too many people in Scotland are affected by alcohol misuse and the problems it brings such as health deterioration and anti social behaviour.

"The support for the Scottish Government's proposals on alcohol continues to grow and the argument seems to be winning the day, throughout Scotland, that drastic action must be taken to address the problems this country faces

"Therefore, it's vital that the Scottish Government and politicians, of all political parties, work together in tackling this very real issue. I hope all politicians will put political differences aside and support the Alcohol (Scotland) Bill including the introduction of a minimum price."

McMillan Voices Support for Inverclyde Libraries

Stuart McMillan MSP, (SNP) has today (Wednesday) voiced his support for libraries in Inverclyde on the back of the recent debate on the BBC Radio Scotland 'Call Kaye' phone-in which discussed the future of libraries.

The debate on Tuesday 31st August asked whether we really need libraries anymore.

Mr McMillan has since obtained statistics, from Inverclyde libraries, which indicate a rise in the issues of library materials and visits to libraries in Inverclyde from 2008/09 to 2009/10.

Mr McMillan said;

"I listened to the debate on the future of libraries in Scotland and felt it was important to highlight the positive role they play in our local communities.

"I know from first hand experience, when I undertake surgeries, that libraries are always a hub of the community and a place for people to learn new skills and relax in a good book.

"The statistics which Inverclyde Libraries have supplied me serve to highlight the increased usage of library services in Inverclyde.

"Therefore, I hope people will continue to support and visit their local library."
