McMillan Raises College Concerns with Management

Stuart McMillan MSP (SNP) has today (Friday) written to the Principal of James Watt College to highlight correspondence he has received from lecturers, parents and students who are concerned with a perceived breakdown in communication with management.

Mr McMillan has been made there have been a number of strikes in recent weeks and more are planned. Alongside this, students are concerned with the number of classes being cancelled.

Mr McMillan MSP said:

“I have received correspondence from lecturers, parents and students who have, individually, raised their concerns in relation to a perceived breakdown in communications between management and staff.

“The students, some of whom I will be meeting, are anxious to get their classes up and running again.

“Plainly, there are strong concerns amongst lecturers, parents and students at the College about current relations with management and a strong desire for the situation to be resolved as quickly as possible and for classes to commence.

“Therefore, I have written to the Principal to ask what actions are being taken to resolve any perceived difficulties and to ask for a meeting to discuss these matters.”

McMillan Calls on Constituents to Play Their Part in Referendum Consultation

Stuart McMillan MSP (SNP, West Scotland) has called for constituents in Inverclyde to play their part in shaping the forthcoming referendum on Scottish independence by taking part in the Scottish Government consultation launched today by the First Minister.

During the First Ministers statement on the launch of the consultation Mr. McMillan asked the First Minister to encourage all people who live in Scotland, regardless of where they came from, to get involved in the debate over Scotland’s Future. Stuart himself was born in Barrow-in-Furness, England.

Commenting Mr McMillan said:

“A decision as important as the independence referendum clearly needs to involve and engage everyone in Scotland. The referendum should be built in Scotland, by the people of Scotland rather than limited by the strings and conditions of Westminster.

“That is why I want to see as many people as possible take part in the Scottish Government’s consultation and help to shape the way the referendum in 2014 will be held.

“This is an opportunity to have a huge impact on the most important decision that Scotland has faced for 300 years and I hope large numbers of people from Inverclyde will play their part.

“To do more to improve Scotland and build a better country we need the full range of powers available to an independent country. Nobody cares more about making Scotland a success than people in Scotland and independence will give us all the ability to meet the aspirations we hold for this country.”

McMillan Welcomes Household Water Charge Freeze

Stuart McMillan MSP (SNP) has today (Wednesday) welcomed the announcement that Scottish Water will freeze household water charges for 2012/13.

In April household charges will stay the same level as they have for four years – meaning the average charge will remain at £324.

"Scotland now has amongst the lowest water charges in the UK, proving why it is vital to keep Scottish Water safe in public hands.

RENEWABLE INDUSTRY TO SHINE AT COMMITTEE

SNP MSP and member of the Economy, Energy and Tourism committee Stuart McMillan today said he was looking forward seeing Scotland’s renewable energy showcased as the Holyrood committee called for evidence on Scotland’s renewable energy capacity and infrastructure.

"The SNP Government has set bold but achievable targets to deliver 100% of Scotland’s electricity needs from renewable energy by 2020.

"Scotland is increasingly recognised as a European and even world leader in renewable energy.

"The development of tidal and wave energy around our shores, investment in off shore wind turbines and new low carbon technologies will all play their part in meeting this target.

"Our energy providers, universities and renewable energy developers have much to showcase whilst organisations like Ofgem have a lot to explain when it comes to transmission charges.

McMillan Highlights Labour Support for Private NHS Provision

Stuart McMillan MSP (SNP) has today (Thursday) highlighted how Scottish Labour Party's Deputy Leader Anas Sarwar and 31 of his Scottish Labour colleagues including West Dunbartonshire’s MP, Gemma Doyle, voted at Westminster in favour of "an important role for the private sector in supporting delivery of NHS care."

"Scottish Labour’s MPs including the party’s deputy leader Anas Sarwar and West Dunbartonshire’s MP, Gemma Doyle, voted in favour of using the private sector throughout the NHS.

"Given that 32 Scottish Labour MPs voted in favour of privatisation is this now the policy of Scottish Labour? I note Dumbarton MSP, Jackie Baillie, and Shadow Health Spokesperson, argued against creeping privatisation of the NHS.

"With Labour joining the Lib Dems and the Tories to support the private sector as part of the NHS it is only the SNP that will ensure Scotland’s NHS remains the our NHS.

"One of the advantages of decisions about Scotland’s NHS being taken in Scotland is that the Scottish Parliament has been able to protect the NHS from the worst of New Labour and Tory/Lib Dem privatisation at the same time as meeting ambitious targets for treatment, waiting times and hospital cleanliness.

"Does this Labour policy apply to Scotland? Or were Scottish Labour MPs, under their new Scottish Labour leader saying one thing in London and hoping no one in Scotland would notice."

McMillan recommends nominating Young Scots

Stuart McMillan MSP (SNP) is calling for the public to nominate members of the community ageing between 11 to 26 years who have had a positive impact on the local area.

The Sunday Mail Young Scot Awards 2012, in association with The Co-operative Foundation, are asking for nominations to be submitted to www.youngscotawards.co.uk before Friday 26th February. The Awards organisers want to hear life changing stories that show the good of Scotland’s young people.

There are 15 awards, from sports to entertainment, unsung hero and volunteering. Vote for who you think has really made a difference to people's lives this year. The final 3 people in each category will get a VIP invitation to attend the awards ceremony at the Glasgow Hilton Hotel on Thursday 26th April 2012 where they can mingle with celebrities, politicians and other well known guests.

McMillan Offically Opens Brucehill Community Pharmacy

Minister for Environment to visit Inverclyde

Stuart McMillan MSP (SNP) has today (Wednesday) announced that the Minister for Environment and Climate Change, Stewart Stevenson MSP, is to visit Inverclyde next week in relation to the issue of flooding.

Mr McMillan has been a vocal campaigner, in Inverclyde, for better flood defence and prevention measures. Mr McMillan wrote to the Minister highlighting the recent flooding which left many people inconvenienced and also had a negative effect on householders, tenants and businesses.

The Minister will see, first-hand, some of the areas which have been badly affected by flooding such as the West Station. Alongside this, the Minister will meet with all relevant organisations, at a summit, to discuss the issue of flooding in Inverclyde.

Mr McMillan MSP said:

"The issue of flooding has been a long standing problem for the people of Inverclyde and one which requires action in-order to address the issue.

“Last month Inverclyde, once again witnessed some of the worst weather conditions in Scotland for a generation and this led to disruptions for businesses, commuters and householders.

“Bringing the Minister for Environment to Inverclyde is an important step to highlight where Inverclyde has been affected by flooding and what this has meant for the people of the area in terms of their livelihood and daily activities being badly affected.

“Therefore, I hope bringing together all relevant organisations together will allow for the issues to be discussed and a strategy put in place to tackle the problem of flooding in Inverclyde.”

McMillan Welcomes Referendum Announcement

Stuart McMillan MSP (SNP) has today (Wednesday) welcomed the announcement by the Scottish Government that the independence referendum will be held in the Autumn of 2014 and urged people across West Scotland to join the debate.

"The people of West Scotland will have the exciting opportunity to vote in a referendum on Scotland's future in 2014.

"This is a major opportunity to ensure that that the decisions about Scotland are taken by the people of Scotland and I hope everyone will take part.

"The last three days have seen the Tories, the Lib-Dems and Labour all try to muscle in on the referendum, so I welcome the Scottish Government’s commitment to a referendum made in Scotland by the Scottish people and Scottish Parliament.

"It is also right that 16 and 17 year olds should be allowed to vote in the referendum. The SNP has long believed that people who are entitled by law to work full time, get married and pay taxes should have a say in how their country is run and in the future of that country.

"It is absolutely vital therefore that our 16 and 17 year olds have a say in the biggest single decision Scotland will have taken in 300 years. Our young people are our future, they have a right to express their view at the ballot box.

MSP CONDEMNS ‘SELFISH’ ACTION - METAL THIEVES PUT PEOPLE’S LIVES AT RISK

SNP MSP Stuart McMillan says metal thieves have little regard for people’s safety after new figures revealed vital equipment required for the safe and efficient running of Scotland’s railways was stolen in 100 different cases since 2008.

Mr McMillan expressed his disappointment at British Transport Police figures revealing over £1million of metal has been stolen from Scotland’s railways in the last three years.

The figures show there have been 300 incidents of metal thefts between April 2008 and October 2011.

Mr McMillan said:

“It is extremely worrying to hear thieves removed vital railway equipment in 100 different cases – where is the respect for people’s lives? It is completely selfish.

“This blatant disregard for the safety of others is frightening which is why the SNP Government is committed to tackling this serious issue head-on.

“Only last month a group of organisations met to discuss how to combat metal and cable theft, following a consultation from the Scottish Government on the issue.

“In light of these recent figures from the British Transport Police, I am pleased there are plans for secondary legislation to toughen the licensing regime for metal dealers.

“Tightening of these laws will bring nearly all metal dealers into the scope of licensing by dramatically increasing the level of turnover required for exemptions.

“It is clear the current legislation is not working which is why it is essential we send a clear message to metal thieves their actions are not acceptable.”

Festive Message

It’s been another eventful year in Scottish politics and one which has seen the election of the first majority Government in Holyrood. It is a privilege being one of your elected representatives and I thank you for that honour.

This year saw the sad and untimely death of David Cairns MP. This was a shock for the whole Inverclyde community and the establishment of the David Cairns Foundation will be a fitting legacy to him.

Many issues have been fought, such as: recent Coastguard campaign, campaigning to improve our flood defences, campaigning to have Inverclyde become one of the Enterprise Zones, campaigning for funding for Inverclyde’s regeneration and many others. Inverclyde’s future will be successful if we can bring more employment to the area.

There has been a lot of good news with millions being ploughed into new housing and £20m for two new ferries to be built by Ferguson’s bringing more jobs and apprenticeships, to name just two. 2012 will bring further campaigns and successes.

Over this festive period I would ask you to check on elderly or vulnerable neighbours and if they require assistance, please do what you can to assist.

I would like to take this opportunity to thank my staff and colleagues for all their efforts in my re-election and beyond. It’s a team effort and I’m thankful for their assistance.

Finally, I would like to wish everyone in Inverclyde a very Merry Christmas and an extremely happy and prosperous 2012.

METAL THEFT ISSUE TO BE MET HEAD-ON

STUART McMILLAN MSP WELCOMES COLLABORATIVE EFFORT TO BEAT THE THIEVES
　
A group of organisations are coming together to combat metal and cable theft in Scotland today (Thursday).

SNP MSP Stuart McMillan has brought together British Transport Police, Network Rail and Scottish Power for a meeting to address the problem. The meeting follows a consultation from the SNP Government to address improving standards by expanding the metal dealers licensing scheme.

Rail and utility companies have been among those who have been the victims of metal theft, as have churches and monuments, and the meeting will allow the organisations to set out their aims and plans to face the issue head-on.

Last month reports warned metal thefts put people’s lives in danger – with coastguard communications stolen, 999 phone system disconnected and other emergency services disrupted.

The problem reared its ugly head when cable theft was to blame for a blackout which hit Glasgow in November.

Mr McMillan said:

"With police warning it is only a matter of time before someone is killed as a result of organised gangs stealing copper, it is vital a change in the law is made and it is made soon. Bringing in partner organisations this will enable us to face the issue head-on.

"I am pleased the Scottish Government is committed to tackling this problem and welcome consultation and the acknowledgement from Justice Secretary Kenny MacAskill that metal theft is a serious issue that will be addressed.

"With emergency services particularly vital at this time of year, it is essential we let metal thieves know their actions are not acceptable and can have a damaging effect on people’s lives.

"I hope this action from the Scottish Government will curb the disgraceful increase in metal thefts.

"Tightening of these laws will bring nearly all metal dealers into the scope of licensing by dramatically increasing the level of turnover required for exemptions.

"The current legislation has clearly not deterred thefts so something must be done to get a solution that targets this crime."

McMillan Leads Scottish Parliament Fuel Debate

Stuart McMillan MSP (SNP) and Member of the Scottish Parliament’s Energy Committee has today (Wednesday) led a debate in the Scottish Parliament on the issue of fuel prices.

Mr McMillan lodged the motion in Parliament in recognition of the continued campaign by the Greenock Telegraph to highlight the disparity in petrol and diesel prices in Inverclyde and throughout Scotland.

Mr. McMillan said:

"I want to congratulate the Greenock Telegraph for their campaign within Inverclyde highlighting the inequity of petrol and diesel pricing that faces every vehicle driver in the area.

"Regularly, the price of petrol and diesel is more expensive in Inverclyde as compared to other towns nearby and it is justified by claims of local competition.

"The great Inverclyde Petrol Rip Off has sickened many from the area and they have decided to buy their fuel elsewhere.

"While the SNP is working to lower bills through the Council Tax Freeze, Small Business Bonus Scheme, and abolishing prescription charges, as well as create opportunities by stimulating the economy and creating modern apprenticeships, the Inverclyde motorist feels as if they are being ripped off at the fuel pump and there are knock on effects to the wider Inverclyde economy.

"Therefore, the Greenock Telegraph campaign for fair fuel prices is an excellent initiative and they deserve to be wholeheartedly commended for it."

McMillan Highlights Home Heat Helpline

Stuart McMillan MSP (SNP) and Member of the Scottish Parliament Energy Committee has today (Tuesday) encouraged constituents in West Dunbartonshire to contact the Home Heat Helpline.

New figures reveal that in 6,300 households in West Dunbartonshire are entitled to some form of assistance with their fuel bills.　 That help is worth an average of £250 per household and a free helpline is available for more information.
　
Mr McMillan MSP said:

"Around 6,300 homes in West Dunbartonshire are entitled to some form of support.

"Anyone who is concerned about staying warm should call the Home Heat Helpline and seek advice.

"I would also ask people to look out for neighbours, friends or relatives who may be in difficulty and make sure that they are aware of the Home Heat Helpline."

The number for the Home Heat Helpline is 0800 33 66 99 or you can visit www.homeheathelpline.org.uk. It is a free service that provides independent advice to people on low incomes on how to get help with their gas and electricity bills as well as other help such as grants for insulation or a new boiler.

Christine McGourty from the Home Heat Helpline also advises people to think about what they can do around the home to reduce their energy consumption:

"As well as calling the Home Heat Helpline to find out what financial assistance is available there are some other simple steps people can take. For example:　　
　
• turn radiators down in rooms which you only use occasionally
• switch your lights off when you're not using them
• turn appliances like TVs and phone chargers off at the wall rather than leaving them on standby when they're not being used
• replace normal light bulbs with energy efficient ones
• regularly defrost your freezer to make sure it's operating at full efficiency
• draw curtains over windows at night to provide insulation for the room
• move furniture away from radiators and heaters to allow heat to circulate around the room
• open internal doors of any rooms which get more sun than others and let the warm air travel around your home"

MSP & Councillor Welcome Regeneration Announcement

Stuart McMillan MSP (SNP) and Director of Riverside Inverclyde, Councillor Chris Osborne, have today (Thursday) welcomed the announcement from the Cabinet Secretary for Infrastructure, Alex Neil MSP that Urban Regeneration Company (URC) Riverside Inverclyde is to receive further funding from the Scottish Government.

Riverside Inverclyde was already due to receive #2.5m in 2012/13 and will now benefit from an additional #1.5m in 2013/14.

Mr McMillan has been a vocal campaigner in support of Riverside Inverclyde and has continued to lobby the Scottish Government, through letters and meetings, for further financial assistance to be given to the URC.

Mr McMillan said;

“I wholeheartedly welcome the announcement from the Cabinet Secretary and SNP Government that Riverside Inverclyde is to receive an additional £1.5m funding for the year 2013/14.

“I have supported the work Riverside Inverclyde has done to regenerate the area and believe it’s vital they have the resources at their disposal to continue to develop Inverclyde after years of inactivity by previous administrations.

“This announcement on top of the £27.8m and £13.9m already allocated from the SNP Government and Scottish Enterprise respectively in addition to the £17.8m from Inverclyde Council will assist RI in their work.

“I am sure this news will be warmly welcomed in Inverclyde and I would expect the money to be invested to create further opportunities.”

Cllr Osborne said;

“I fully welcome the announcement that Riverside Inverclyde is to receive increased funding.

“I’m sure this funding will make a real difference and help continue the regeneration of Inverclyde.”

McMillan Secures Inverclyde Visit from Environment Minister

Stuart McMillan MSP (SNP) has received assurances from the Minister for Environment, Stewart Stevenson MSP, that he will visit Inverclyde to see, first-hand, how the area has been affected by flooding.

Inverclyde recently witnessed heavy flooding causing delays on the road network and cancellations of trains.

Mr. McMillan said:

“Last week, Inverclyde witnessed some of the worst rainfall to hit Scotland in years leading to delays on the road and train network.

“For too long now Inverclyde has had to deal with the aftermath of devastating flooding. I know from speaking to local businesses and residents that flooding is causing havoc on their daily lives.

“Therefore, meeting the Minister was of the upmost importance, in-order, to highlight the strong concerns of those in Inverclyde who have been affected by flooding.

McMillan Encourages Residents to be “Good Winter Neighbours”

Stuart McMillan MSP SNP has today (Monday) urged people across West Scotland to respond to the current cold weather by looking out for vulnerable people in their communities.

Mr. McMillan said;

"As we head into winter, and with conditions forecast to remain very cold for some time to come, it seems likely that local authorities and our emergency services will be at full stretch trying to keep major routes open and attend to the most pressing emergencies.

"If you are able to, it would be an ideal time to check on elderly or vulnerable neighbours, make sure they have heat and that their pre-payment meters are topped up.

"If you are in an area where the footpaths are still affected by snow and ice, you may be able to help clear paths.

" It is also very important to recognise the hard work being put in by local council workers and the many others in the emergency services and in public transport organisations who will be doing their best to keep West Scotland moving during the winter."

McMillan Meets Minister to Discuss Flooding

Stuart McMillan MSP (SNP) has today (Thursday) met with the Minister for Environment, Stewart Stevenson MSP, to discuss the on-going issue of flooding in West Scotland and particularly Inverclyde.
　
Earlier this week Inverclyde witnessed some of the worst weather conditions in Scotland which led to large scale flooding and disruption to transport links (car and rail).
　
Mr McMillan has been a vocal campaigner in the need for more robust flood prevention methods in Inverclyde.

Mr. McMillan said:

"Once again, Inverclyde has witnessed some of the worst weather conditions in Scotland, leading to large scale flooding which has affected our rail and road network.

"Alongside this, I know businesses have been left devastated at the level of flooding and the cost this will place on their livelihood.

"It’s vital all public bodies act to address these annual flooding problems affecting Inverclyde.　 For too long the people of this area have had to suffer.

"Therefore, I have made this clear to the Minister for Environment and asked the Scottish Government to offer what assistance it can to Inverclyde. I have called for a flooding summit so that all partners can work together for better flood prevention and a better Inverclyde."

McMillan Welcomes New Investment in Young People

Stuart McMillan MSP SNP has today (Thursday) welcomed the news that Scotland will have a dedicated Youth Employment Minister and invest an extra £30million in young people.

The funding will help Scotland’s youth back into training, work or education to secure a strong workforce of the future.

Details of the Ministerial post and allocation of the £30m will be outlined before Parliament breaks for recess.

Mr. McMillan said;

“This is a fantastic announcement from the First Minister that will help get our 16-19 year olds back into work, education or training.

“While Scotland’s youth employment rate is higher than the rest of the UK, more needs to be done.

“This money will really help young Scots – especially during this tough economic time.

“Appointing a dedicated Youth Employment Minister shows how committed the SNP is to equipping all our young people the skills they need for life – and getting them into employment.

“The Minister’s priority will be to promote skills and work for 16 to 24-year-olds and to ensure not a single school leaver becomes just an unemployment statistic. The SNP Government is securing a stronger workforce for the future.”

McMillan Welcomes Lottery Funding for West Scotland

Stuart McMillan MSP SNP has today (Thursday) welcomed the announcement from Big Lottery Fund that projects in the West of Scotland have secured funding through the ‘Our Place’ programme.

Our Place is funded by the Big Lottery Fund in Scotland. Funding of at least £1 million will be made available to each of five specific communities in Scotland. A development support provider will help people to get involved in Our Place and support communities to prioritise what they need in their area.

The areas participating in the Our Place programme are:

•Bellsmyre, West Dunbartonshire
•Moorpark, Renfrewshire
•Newmains, Wishaw, North Lanarkshire
•Roystonhill, Glasgow
•Greenock Town Centre and East, Inverclyde

Mr. McMillan said;

"I was delighted to hear that projects in the West Scotland region have received support from Big Lottery Fund.

McMillan Writes to Amazon Regarding Casual Staff

Stuart McMillan MSP (SNP) has today (Wednesday) written to the Amazon depot in Inverclyde to seek assurances that no staff member will be left stranded during the night if their shift is cut short.

Mr McMillan was following up on reports from last winter which indicated agency staff had their shift cut short and had to wait till the morning for public transport in-order to get home.

Mr McMillan said;

"I was extremely disappointed to hear about the events at Amazon last winter when staff were let go during their shift without any suitable transport.

"This type of action was unhelpful and created needless issues between the employer and employees.

"Therefore, I have written to Amazon in Inverclyde to seek assurances that this practice will not happen this winter and that if shifts are cut short during the night then appropriate transport is made available to get staff home."

McMillan Calls For Flooding Summit

Today we have, once again, witnessed heavy flooding throughout the area which has caused delays on the road network and cancellations of trains.

"Today we are again witnessing terrible flooding in Inverclyde which is causing lengthy delays and road closures.　

"The closure of the A8 road network in Inverclyde is a major issue for everyone including those travelling to the Royal Alexandra Hospital (RAH) in Paisley for appointments.

"Firm action must be taken in Inverclyde to tackle the problem of flooding as for too long this issue has affected local people, the local economy and the livelihoods of the people in the area.

"Therefore, I have written to the Scottish Government asking that an Inverclyde Flooding Summit be arranged with all relevant stakeholders including Inverclyde Council, Scottish Government, SEPA, Scottish Water and any other public agency with a locus on helping reduce this annual issue."

Mr McMillan used his speech to highlight the reckless and ill-though decision by the UK Con/Lib Dem Government to close Clyde Maritime Rescue & Co-ordination Centre (MRCC).　 Mr McMillan was a passionate campaigner in support of retaining Clyde coastguard and maintaining the local knowledge of staff which is so vital to this service.　

Mr McMillan said;

"I spoke in this Parliamentary debate with a heavy heart. This week, campaigners for the Clyde MRCC based in Greenock heard the news they and the Inverclyde Community had been dreading – the Greenock base is to close.

"I wholeheartedly support the 31 men and women who work in Greenock delivering the full range of coastguard services. Their skill, expertise, understanding and local knowledge covering 2,500 miles of Scottish coastline will be hard to replicate.

"It’s vital to maintain the local knowledge of the men and women who serve at MRCC Clyde.

"MRCC Clyde is the busiest coastguard station in Scotland and the third busiest in the UK.

"Therefore, the dangers of the closures are clear as they threaten to leave us with too few coordination centres, too few staff and a lot less local knowledge."

SNP HIGHLIGHT CAPABILITY CONCERNS

Responding to a statement on the future of Coastguard services in the Commons today (Tuesday) the SNP expressed grave concern over capability gaps that had been created in search, rescue and coastguard cover and called for responsibility over the lifeline services to be devolved to the Scottish Parliament.

Responding to a statement by the Department for Transport, SNP Westminster leader Angus Robertson MP said:

"The UK Government are putting lives at risk by carrying on with these reckless cuts which confirm that two out of five coastguard stations in Scotland will close.

"These closures cannot be seen in isolation. There is already uncertainty about the future of emergency tug services, and UK Ministers have scrapped long-range fixed-wing Search and Rescue capability operating from the north of Scotland and are still considering the closure of the Air Rescue Coordination Centre at Kinloss.

"With ever increasing activity on Scotland's seas - through oil and gas, offshore renewables, fishing and tourism – there are real concerns over the UK Government's ability to manage the coastguard service.

"The UK is making really bad decisions for coastguard services in Scotland which raise real safety concerns. We should make better decisions in Scotland and not leave it to London."

West of Scotland SNP MSP Stuart McMillan, who has worked with the campaign to save the Clyde MRCC in Greenock and led a members debate in the Scottish Parliament on the issue branded the move to shut Scotland’s busiest coastguard base which employs 30 people at the end of next year as ‘disgraceful’.

Mr McMillan said:

"Closing Clyde is reckless and misguided and shows the UK Government continues to miss the point of local coastguard services."

"The UK Government’s claim that Clyde’s 2,500 miles of coastline can be adequately covered by other bases over one hundred miles further away is simply foolish, the closure is bad news for all who live and use the Clyde coast – for business or pleasure.

"Clyde’s waters see 10 million tonnes of cargo annually and have no less than 27 marinas. It is one of the busiest areas in the UK for ferry travel with 8.5 million passengers a year and the base for the UK’s nuclear submarines. These cuts are totally irresponsible."

Rod Campbell, MSP for North Fife, echoed Mr McMillan’s concerns. Mr Campbell said:

"The Tory Lib coalition have failed Scotland and failed Fife. The lifeline services of Forth Coastguard are recognised and valued here and the local campaigners told the UK Government as much.

"From the oil and offshore renewable industry, to fisheries and tourism the Forth and Scotland’s east coast are increasingly important parts of Scotland’s economy.

"This closure could have been avoided if, as we proposed, Coastguard services were devolved to the SNP Government but frustratingly, on both these points, the UK Government has had their fingers in their ears."

McMillan Attends National Osteoporosis Society 25th Anniversary Reception

Stuart McMillan MSP was one of a group of parliamentarians who attended an Evening Reception to mark the 25th anniversary of the National Osteoporosis Society.

The Reception, which was held in the Garden Lobby of the Scottish Parliament was organised to allow the National Osteoporosis Society to say a very big thank you to all of the MSPs, officials, health professionals, members and dedicated volunteers who have supported the Charity in Scotland since it began in 1986.

Professor David Reid, Chair of the National Osteoporosis Society paid tribute to everyone who has contributed significant time to supporting their work in Scotland and highlighted the huge progress which has been made in service provision, especially in the last few years. Professor Reid described how all mainland health board areas now have at least one DXA scanner available locally, and explained that almost 80% of the Scottish population now have access to a Fracture Liaison Service. A network of osteoporosis specialist nurses work together with the Charity’s staff in Scotland providing information and support to help people who have newly diagnosed with osteoporosis to manage better.

The National Osteoporosis Society’s Development Manager for Scotland, Anne Simpson expressed her gratitude to everyone who has helped the charity:

‘This evening’s reception is really to say a very big thank you to everyone who has helped the National Osteoporosis Society since our humble beginnings in 1986. In those 25 years, knowledge of osteoporosis has improved immeasurably and more people than ever before are being diagnosed and treated with a growing number of treatments. I would also like to thank all of our MSPs for their strong and consistent support in Parliament, both at constituency and national level.’

A system of support groups and volunteers throughout Scotland provides ongoing local support and the latest information across a range of bone related subjects, including drug treatments, nutrition, bone health and local and national policy. The Glasgow Support Group, who have been meeting monthly for over 23 years, are the longest serving group in the UK.

To date this year alone, nearly 1000 people have attended events organised by the National Osteoporosis Society in Scotland. Since the National Osteoporosis Society was first established, well over 100 awareness, information and support events have taken place throughout the country to raise awareness of the disease from Lerwick to Kelso and Stranraer.

At the Reception, the charity also took the opportunity to call for the existing Fracture Liaison Services (FLS) to be protected, particularly at a time when health cuts are being made, the National Osteoporosis Society insists that FLS must not be seen as an easy target .

McMillan Underlines Progress Made on Inverclyde Regeneration

Stuart McMillan MSP (SNP) today (Wednesday) spoke in the Scottish Government’s Parliamentary debate on regeneration to commend the SNP’s record on investment in Inverclyde, against the background of unprecedented cuts from Westminster.

Mr McMillan highlighted the success that millions of pounds of central government funds have brought about through various initiatives. High on this list was Riverside Inverclyde who have received more than £52.3m since 2006 through a combination of Government, Scottish Enterprise and Inverclyde Council funding.

He went on to outline the other ways that regeneration in Inverclyde has benefited from Scottish Government funding under the SNP, including:

£99m invested in Social Housing, £18m in the Fairer Scotland Fund, £2.2m for Town Centre Regeneration, half the funding for the new additional needs school to be built in Port Glasgow, half the cost of the new Wellpark Centre dealing with addictions funded by the SNP.

Mr McMillan also fiercely defended the Scottish Government’s record against its detractors, instead condemning the Labour party’s record of government by saying;

"In the Greenock Telegraph of 3rd November, Duncan McNeil MSP is quoted as saying:

"Riverside Inverclyde has only just begun its mission to attract jobs and business to the area, and it appears the Scottish Government is pulling the rug from under their feet.’

"If Mr. McNeil actually believes that after receiving £52.3m that the job of job creation has only just begun, and I dare say he does, this just goes to show the state in which Inverclyde was left after decades of Labour misrule in Inverclyde."
　
Mr McMillan also reminded Parliament that the regeneration of Inverclyde and other such areas in Scotland takes place against the backdrop of very challenging economic circumstances, and noted that the job is made no easier when Parliament’s hands are tied by the Conservative/Liberal Democrat coalition in Westminster. He said;

"I appreciate the Scottish Government does have some difficult decisions to make as a result of the ‘never, never’ borrowing of the previous Labour UK Government getting the UK into a mountain of debt and the current ‘too far and too fast’ cuts being implemented by the Tory / Lib Dem Coalition. This Scottish Government and indeed Parliament are at the mercy of political decisions made elsewhere.

"If ever there was an argument for this Parliament to become a normal Independent Parliament then the regeneration debate is it."

McMillan Highlights Bank of Scotland Foundation

Stuart McMillan MSP (SNP) has today (Monday) highlighted that the Bank of Scotland Foundation first tranche of funding for 2012 is now open and charities have until Monday 16 January to send in their applications.　

Applications are accepted up to and including £20,000 for the Small Grants Programme and grants are awarded for one year only.

Since the Foundation was formed, over 200 charities supporting communities across Scotland have shared just over £1 million of funding through its Small Grants and Matched Giving programmes.

Mr. McMillan said:

"I would encourage local organisations and charities to consider making a submission to the Bank of Scotland Foundation.

"I know in 2011 over £55,000 was given to charities in West Scotland.

"Therefore, a grant of up to £20,000 is an ideal opportunity for charities to obtain much needed funding to allow them to continue or even expand their organisation."

An SNP MSP has welcomed news that laws for metal dealers will be tightened –in the wake of reports that thieves are targeting war memorial plaques.

Stuart McMillan SNP MSP for West Scotland wrote to Kenny MacAskill about the increasing number of thefts from railway lines in his constituency.

The Justice Secretary said the licensing regime would be toughened to bring more metal dealers into the scope of licensing rules.

Stuart McMillan, SNP MSP for West Scotland, said:

"This is very welcome action from the Scottish Government which I hope will curb the disgraceful increase in metal thefts which has become a growing problem.

"Tightening of these laws will properly bring more metal dealers into the scope of licensing rules.
"I am pleased at the way the SNP Government has committed to tackling this problem. I welcome the Justice Secretary’s determination to bring nearly all metal dealers into the scope of licensing by dramatically increasing the level of turnover required for exemptions.

"This commitment is particularly welcome at a time when the War Memorials Trust said monuments are increasingly being targeted for metal.

"This issue was originally brought to my attention by constituents who were concerned with delays in train travel – being caused by rail line thefts.

"The current legislation has clearly not deterred thefts and something must be done to get a solution that targets this crime, which is why I welcome the Scottish Government’s plans for secondary legislation in this area beginning with a consultation."

RI Will Survive - McMillan Gets Assurances from Cabinet Secretary

Stuart McMillan MSP SNP has today (Thursday) met with Alex Neil MSP, Cabinet Secretary for Infrastructure and Capital Investment regarding the future of Riverside Inverclyde.

Mr McMillan has won a key concession from the Cabinet Secretary that RI will survive beyond the next financial year (2012/13). The Cabinet Secretary has agreed that RI has an important part to play in Inverclyde’s regeneration and that the URC will be able to bid for government funding up until 2015/16, thereafter the assets of RI will be transferred to another organisation.
RI have a lifespan of 10 years and this is due to come to a natural end by 2016.

Speaking after the meeting, Mr. McMillan said;

"I would like to thank the Cabinet Secretary for agreeing to meet me so soon after I made the request yesterday. I think this shows the importance the Cabinet Secretary places upon the regeneration of Inverclyde and wider Scotland.

"The Cabinet Secretary agreed with me that Inverclyde has made positive strides due to the work of RI. He has listened to my arguments and provided me with an assurance that RI will continue up until the end of its natural life (2015/16).

"Riverside Inverclyde will get funding for next year and thereafter they will be in a position to bid for funds from the new regeneration strategy that will be introduced.

"The news yesterday will have come as a shock to everyone but I am delighted the Cabinet Secretary has listened to my arguments and conceded on the future of RI.

"Acting decisively and pushing Inverclyde’s case forward was the right course of action to take here. I am elected to play my part in moving Inverclyde forward and will always fight Inverclyde’s corner."

MSP and Local Councillor Welcome Awarding of Shipbuilding Contract to Port Glasgow Yard

Stuart McMillan MSP (SNP) and local Ward 1 Councillor, Jim Macleod have today (Thursday) welcomed the news that Ferguson Shipbuilders in Port Glasgow have become the preferred bidder to build the world’s first two ‘hybrid’ ferries. The order for these two ferries totals £20m and it will create an additional 100 jobs including apprenticeships as well as safeguarding another 75 jobs.

Speaking after the announcement, Stuart McMillan MSP, who grew up in Port Glasgow, said:

"This is a tremendous announcement for ‘the Port’, shipbuilding on the lower Clyde and for Inverclyde. Once again the SNP Government are living up to the promises and helping to deliver for Inverclyde.

"These two vessels being built in the town will safeguard employment but also provide new opportunities for young people. The creation of apprenticeships is the icing on the cake for me and I’m sure that whoever obtains these positions will be grateful of the chance.

"Mixing the traditional Clydebuilt skills as well as newer green technologies shows that Port Glasgow can once again be at the vanguard of the shipbuilding industry. These world first vessels will prove to the world that commercial shipbuilding on the Clyde is not over but can be the start of something bigger.

"I grew up in Port Glasgow and my father worked in Ferguson’s before passing away. I know what shipbuilding meant to him and I know what it means to the whole town. Portonians are proud of their history and legacy to the world and we know that we can still contribute to the shipbuilding world.

Tory Lib Dem UK Budget cuts of £1.3bn affect Scottish budget

Stuart McMillan MSP (SNP) has today (Wednesday) reacted to the announcement surrounding the funding of the Urban Regeneration Company (URC), Riverside Inverclyde (RI).

Mr McMillan has been a supporter of the work of Riverside Inverclyde since his election in 2007 and regularly meets up with RI representatives to keep fully abreast of progress with the URC. Stuart recently met up with RI to discuss renewable opportunities and the promotion of Inverclyde as a place with renewable opportunities.

Mr McMillan said;

"It’s clear that the UK Government budget cuts are having an effect on every part of the UK. Their slashing of the Scottish Government budget by £1.3billion makes the task of trying to keep the economy working even more challenging.

"The Scottish Government have difficult choices to make with £1.3billion less to spend. The current Scottish Budget process is underway and it is proposed that the regeneration budgets were to be amended with a new regeneration strategy to be announced later in the year.

"This morning during the Economy Energy and Tourism Committee budget meeting, Infrastructure Cabinet Secretary, Alex Neil MSP was giving evidence. I asked him about the future of the URC’s and Riverside Inverclyde in particular. He acknowledged that there are challenges facing the URC’s and that work is taking place on the new Regeneration Strategy.

"The Cabinet Secretary has agreed to meet me to discuss the situation facing the URC’s and also to provide an update on the new Regeneration Strategy.

"It is important to acknowledge the vast sums of finance from the Scottish Government and Scottish Enterprise that RI has received so far – over £39million since 2006. This is in addition to the £2.2million from the Town Centre Regeneration Fund.

"The current proposals are of course a surprise but I will be pressing the case yet again for RI as I have done consistently over the last 4 years.

"I would hope that elected members of all sides act in a constructive manner to press the case for RI and to ensure Inverclyde gets a good deal when the new Regeneration Strategy is announced. This is a time for a measured response not the histrionics of a bygone era."

McMillan Meets With Minister to Discuss Enterprise Areas

Stuart McMillan MSP (SNP) and Member of Scottish Parliament Economy, Energy & Tourism Committee has today (Tuesday) met with the Minister for Enterprise, Fergus Ewing MSP, to discuss the Scottish Government’s plans to create four enterprise areas throughout Scotland.

Mr McMillan has recently raised the issue with the Minister in the Scottish Parliament chamber and through Parliamentary Questions. This has now been followed up by a meeting to put forward the case for Inverclyde to be included in the Scottish Government’s plans for enterprise areas.

“I was pleased to have the opportunity today to sit down with the Minister for Enterprise and Scottish Government officials to highlight the case why Inverclyde should be seriously considered as a future enterprise area.

“As I stated before, I believe Inverclyde is well placed, in terms of knowledge and workforce, to help drive the renewables industry forward. Therefore, the benefits of an enterprise area to Inverclyde would be vast, in-terms of employment opportunities and growing the local economy.

“The Minister is firmly aware of the issues surrounding Inverclyde, such a population decline and unemployment, and I hope he will take on-board my proposal as to why Inverclyde should be considered as an enterprise areas.”

SNP MSP SUPPORTED BY PETER ROBINSON WHO HAS SAFETY CONCERNS OVER PROPOSED CLOSURE OF CLYDE COASTGUARD

The First Minister of Northern Ireland has highlighted the need for local knowledge with regards to Clyde Coastguard in its campaign against UK Government cuts.

The UK Government’s plans to reduce the number of coastguard bases would see Clyde - the busiest Coastguard station in Scotland employing over 30 people - close and the responsibility of area which stretches over some of the most used waterways in the British Isles be carved up between stations including Belfast.

In reply to Stuart McMillan, SNP MSP for West of Scotland, Northern Ireland’s First Minister Peter Robinson says that local knowledge and safety are of paramount importance to the future of delivering a service for the people using the waterways of Scotland and Northern Ireland.

The leader of Northern Ireland’s Assembly Government said:

“Our concerns centre on the safety of the people using our coasts and seaways which could be jeopardised by the loss of local knowledge and experience.”

Mr McMillan said:

“We welcome the support from the First Minister of Northern Ireland. The case for opposing the closure of Coastguard stations including Clyde in Greenock is overwhelming.

“Local knowledge of our rugged coastline is the key to our highly valued Coastguard services who keep the waters safe for millions of users every year.

“The SNP Government and Scotland’s First Minister have already given their support to retaining Clyde and other coastguard stations across Scotland.

“Despite the consultation period being over it is not too late for the UK Government listen to the growing number of voices saying that this must be reversed.

“Closing coastguard stations down including Clyde is a short-sighted and dangerous move which puts saving money over saving lives.”

McMillan Welcomes Support for Small Business in West Dunbartonshire

Stuart McMillan MSP (SNP) and Member of Scottish Parliament Economy Committee – has welcomed figures published by the Scottish Government today showing record uptake of the Small Business Bonus Scheme. The number of businesses receiving support in West Dunbartonshire has risen steadily each year since its introduction in 2008. Over 655 small businesses were in receipt of rates relief in September 2008 and by September 2011 the figure for West Dunbartonshire had increased to 1,079 businesses receiving rates relief – two in five commercial properties in Scotland – now saving up to £4,260 a year.

In early 2009 the Federation of Small Business in Scotland published a survey of SBBS recipients which found that, among other things, 1 in 8 recipients suggested that the rates relief was helping them stay in business during the recession, helping safeguard thousands of jobs.

Mr McMillan said;

“The Small Business Bonus Scheme has been one of the undoubted successes of the SNP Government and I am delighted that it continues to go from strength to strength.

“The Scottish Government has made a huge effort to help small business during difficult times – not just through this scheme but also through making it much easier for SMEs to bid for public contracts – and simply underlines how much more we could do to help business if we had full economic powers and independence.

“Under the SNP, Scotland now has the most generous rates package of anywhere in the UK, and it is no coincidence that the latest figures show private sector employment in Scotland increasing by 55,000 over the year to the second quarter of 2011, and that the Scottish labour market in general continues to outperform that of the UK.

“These figures really are good news for West Dunbartonshire and I warmly welcome the commitment from the Cabinet Secretary for Finance during his conference speech that the Small Business Bonus Scheme would continue under the SNP.”

MCMILLAN CONDEMNS LABOUR’S FUEL POVERTY HYPOCRISY

Stuart McMillan MSP (SNP) and Member of the Scottish Parliament Energy Committee has condemned Labour’s fuel poverty hypocrisy in a members debate in the Scottish Parliament on Wednesday 26th October. While calling on the Scottish Government to do more to alleviate fuel poverty, Mr McMillan highlighted Labour’s poor track record on this issue.

The current Labour leader, Ed Miliband MP, was formerly the Energy Minister who failed to control the excessive increases in gas and electricity prices, and the Labour party still prefer to have the Tory/ LibDem Coalition Government in Westminster control all the key energy policies rather than devolving real power to the Scottish Parliament.

Mr McMillan MSP said:

“This is a very important issue, with many local families in Renfrewshire and all across Scotland facing the threat of fuel poverty – yet Labour’s crocodile tears on this issue should be exposed.

“When in power in Westminster they refused to act, and locally in Renfrewshire Labour councillors have consistently voted against policies which would help to alleviate fuel poverty in this area.

“Scotland is a fuel-rich nation; no one in Scotland should be living in fuel poverty. How much could have been done if successive Westminster Governments had not squandered the billions of pounds of revenue from the North Sea since the 1970s? How much of that money could have been invested in housing stock in Scotland?

Councillor Kenny MacLaren, Renfrewshire Council’s Convener of Housing, added:

“One of our key aims to address fuel poverty is the implementation of the Scottish Housing Quality Standard in all our council homes – yet Labour councillors have consistently voted against this. It seems that while their MSPs moan about fuel poverty their councillors go out of their way to block potential solutions”.

Stuart McMillan MSP further added:

“In Renfrewshire, the SNP led administration invested an extra £160,000 in their anti-poverty strategy to help tackle issues including fuel poverty, yet Labour councillors voted against this move.

McMillan Highlights Proposed Changes to Out of Hours GP Services

Stuart McMillan MSP (SNP) has today (Thursday) highlighted the proposed changes, by NHS Greater Glasgow and Clyde, to Out of Hours GP services at Greenock Health Centre.

Mr McMillan received the information in a letter from NHS Greater Glasgow and Clyde who have arranged two community briefing sessions for members of the public to learn of the proposals and discuss any issues they may have with health board staff.

Mr. McMillan said:

“I would encourage any members of the public in Inverclyde who are concerned with proposed changes to Out of Hours GP services to attend the community briefing sessions at Greenock Health Centre or Inverclyde Community Care Forum.

“It’s important members of the public are fully informed of any changes to vital services.

“Therefore, the briefing sessions are an ideal opportunity for constituents to raise any issues they may have and to talk directly to NHS staff.”

McMillan Welcomes Roads Response from Inverclyde Council

Stuart McMillan MSP (SNP) has welcomed the response letter he has received from Inverclyde Council in relation to the condition of the footways and road at Hilltop Crescent, Gourock.

Mr McMillan had contacted Inverclyde Council after receiving correspondence from a constituent at Hilltop Crescent who made Mr McMillan aware of their concerns about the condition of both the footways and road network. The constituent also attached a petition which was signed by over 25 households at Hilltop Crescent which argued that repairs are required to the footways and road.

In responding Inverclyde Council have stated, The footway will be placed on the proposed resurfacing programme as part of the 2012/2013 Capital Budget. A programme for substantial comprehensive patching will be promoted and targeted to be carried out as soon as resources are available.

Mr McMillan said;

“I am pleased with the response letter from Inverclyde Council that Hilltop Crescent in Gourock is to receive much needed repairs to the footways and road.

“I know from recently visiting the street that the works are necessary and I fully appreciate the concerns of all those constituents who signed the petition urging action to be taken.

“Therefore, I look forward to witnessing the resurfacing of the footways and the comprehensive patching on the road.”

McMillan Hands over Charity Cheque

Stuart McMillan MSP (SNP) has recently handed over a charity cheque of £140 to Chris Jewell, Co-ordinator, Dreams Come True Inverclyde.

Mr McMillan was providing the charity cheque to Dreams Come True Inverclyde after participating in an event at Big on the Beach, Ardrossan. Mr McMillan who is Convenor of the Scottish Parliament Cross Party Group on Recreational Boating and Marine Tourism took part in the annual Tin Bath Championships.

Mr McMillan said;

“Taking part in the recent Tin Bath Championships was a very enjoyable, if not wet, experience.

“However, the event was in aid of good causes and I am delighted to be able to handover a cheque to Dreams Come True Inverclyde for £140.

“The organisation is providing much needed joy to young people in Inverclyde and this is very much welcomed.”

INSURERS MUST END LEGAL DELAYS

The Supreme Court’s decision to reject insurance companies attempts to block compensation for people suffering from exposure to asbestos has been welcomed by SNP MSPs.

The SNP Government and Scottish Parliament passed legislation to allow compensation but court challenges from insurance companies have meant cases have been put on hold or sidelined while the insurance companies tried to overturn Scottish Parliament legislation.

“I welcome the announcement from the Supreme Court that the insurance companies case to overturn the Damages Act has failed.

“This decision is an important victory for common sense and I now hope those who suffer from pleural plaques can receive the justice they so rightfully deserve.

McMillan Signs up to Stamp out Stigma with ‘see me’

Today, at the launch of Scottish Mental Health Week (10 – 16 Oct 2011) and as part of World Mental Health Day, Stuart McMillan MSP is raising awareness of mental health issues by signing the ‘see me’ Wall of Support and pledging their commitment to deliver a real impact on reducing stigma and changing public attitudes associated with mental ill-health in Scotland.

National statistics show that one in four people in Scotland will experience a period of mental ill-health. This means an estimated 173,800 adults in West of Scotland area could experience a mental health problem at some point in their lives. Many more will know and support or care for someone close to them.

Stuart McMillan MSP says: "’see me’s work in tackling the stigma and discrimination of mental ill-health has reached out to people across Scotland and contributed significantly to a positive shift in public attitudes. However there is still work to do and we will continue to take action to break down stigma and allow people to seek the help and support they need. By signing the ‘see me’ Wall of Support I have pledged my commitment to improving the mental health and well-being of people in West of Scotland region.”

Improving mental well-being is a key priority for the Scottish Government and at a recent ‘see me’ event at the Scottish Parliament almost 70% of MSPs pledged their support for the ‘see me’ campaign.

Suzie Vestri, ‘see me’ Campaign Director says: “While people are increasingly open about their mental health, stigma and discrimination still exists and we have much to achieve in reaching ‘see me’s vision for a Scotland where all people with mental health problems are fully equal and included.

SAVE CLYDE BASE TO SAVE LIVES - MCMILLAN RESPONDS TO COASTGUARD CONSULTATION

Stuart McMillan MSP has today (Thursday) lodged his submission to the Maritime and Coastguard Agency consultation on revised proposals for modernising the Coastguard 2011.

The consultation, Protecting our Seas and Shores in the 21st Century, was initiated by the UK Government in relation to making changes to coastguard services and one of the proposed changes is to close Maritime Rescue Co-ordination Centre (MRCC) Clyde.

Mr McMillan has been a passionate campaigner in support of retaining Clyde coastguard having met MCA employees many times. Alongside this, Mr McMillan has attended public meetings and spoke at the recent rally in Greenock.

Mr McMillan said;

“Local knowledge and understanding are vital when dealing with emergency situations. With half of Scotland’s marinas in the Clyde Maritime Rescue Co-ordination Centre (MRCC) area, numerous ferry routes, as well as the UK Government’s nuclear arsenal, it’s vital we retain a fully functioning Clyde MRCC.

“To remove a committed and fully functioning coastguard service with expert local knowledge would leave a void that could not be filled by an over stretched centre in Belfast. The UK Government proposals would see the largest coastguard area handed over to a base in Belfast that is currently responsible for one of the smallest.

“As I have continually argued, it’s vital we retain MRCC Clyde in Greenock in-order to reassure the public in the West of Scotland that safety is of paramount importance rather than what we are currently witnessing which is a cost cutting exercise from the Tory / Lib Dem UK Government.

“I will never argue for the closure of any of the coastguard stations. I have been heartened by the attitude of the men and women of MRCC Clyde who deliver this valuable service. I hope the UK Government see sense and retain the Clyde base to Save Lives.”

McMillan Welcomes FITRA to Scottish Parliament

Stuart McMillan MSP (SNP) has recently welcomed representatives of The Federation of Inverclyde Tenants Residents Association (FITRA) to the Scottish Parliament building.

The group attended First Minister’s Question Time and then toured the Parliament building as guests of Mr McMillan. Alongside this, they had the opportunity to meet the Scottish Government Housing Minister, Keith Brown MSP to discuss a number of issues pertinent to housing and Inverclyde.

Stuart McMillan MSP (SNP) and Member of the Scottish Parliament Economy Committee has today (Monday) welcomed the announcement from the Bank of England that a new banknote featuring Scottish engineer James Watt will go into circulation on 2 November.

James Watt, developed the concept of horsepower and had the standard measure of electricity - the watt - named after him, is to appear with Matthew Boulton on the new £50.

“I was delighted to hear the announcement that James Watt is to feature on a new banknote.

“James Watt is an important figure within Inverclyde and I know people will be proud to see his face featuring on the new banknotes. It’s also worth noting James Watt will be only the second Scot to ever feature on a Bank of England note, the first being Adam Smith.

Over the next year, the £12.5 million Universal Home Insulation Scheme (UHIS) will be administered by local authorities to offer a range of free home insulation measures to improve energy efficiency and reduce fuel poverty.

“I’m pleased to learn the Scottish Government continues to take the issue of fuel poverty very seriously and this funding announcement further demonstrates that commitment.

SNP MSP Stuart McMillan will make a final plea tomorrow (Saturday) to the UK government to reverse their current proposals to close the Clyde coastguard station.

The Tory-Lib plans will see the Clyde MRCC in the next four years with responsibility for the busy and extensive waters being divvied up between centres at Belfast and Stornoway.

At a meeting in Greenock tomorrow Mr McMillan will join campaigners at a rally in the fight to keep Scotland's busiest coastguard station open.

There is now only 13 days until the end of the consultation and the West of Scotland MSP will be joined and supported in a show of local solidarity by other elected political representatives and trade unionists.

Mr McMillan said:

“As the clock ticks the people of Inverclyde and all over the West of Scotland are becoming increasingly aware of just how serious this is.

“We can only hope that the Westminster Government pay attention to the specialist needs of our rugged coastline which has some of the busiest waters for tourists and most significant shipping channels for trade anywhere in the UK.

“I got involved in politics to try and help people, not to put peoples’ lives into danger, and putting peoples’ lives into danger is exactly what the UK government proposals will do if the cuts are made.

“I wonder if the people behind these proposals have looked into the possible loss of lives when there is a delay when there is a call out from Belfast or Stornoway?

“And there is no substitute for local knowledge. Not only will the teams from the other centres be stretched if they have to look after Clyde’s huge and busy area but they won’t know the coastline the way the team here do.”

McMillan Secures Enterprise Zone Meeting

Stuart McMillan MSP SNP has today secured a meeting with Minster for Energy, Enterprise and Tourism, Fergus Ewing MSP, to discuss the possibility of bringing a new ‘Enterprise Zone’ to Inverclyde.

Mr McMillan raised the issue in a question in the chamber of the Scottish Parliament, asking what consideration has been given to creating an enterprise zone in Inverclyde, and about the possibility of linking enterprise zones with the National Renewables Infrastructure Fund (NRIF) . Mr Ewing commended Mr McMillan on his persistence on this issue and agreed to meet with Mr McMillan to see how the proposal could be taken forward.

"I believe there is a massive opportunity to create something positive in Inverclyde via the creation of an ‘enterprise zone’ in the area.

“I propose that this is done in conjunction with the NRIF as the renewables industry is vital to the future of Scotland and I believe Inverclyde is well placed, in terms of knowledge and workforce, to help drive this industry forward.

“Inverclyde was an enterprise zone in the past and it wasn't a success. At the time, the Tories were in power at Westminster and Labour were in power in Inverclyde. It really was a missed opportunity, but I am sure that if organised properly it can be a success and bring massive benefits to the area.

“Inverclyde deserves better and I am pleased the Minister for Energy, Enterprise and Tourism, has agreed to meet with me to see how we can take my proposals forward.”

McMillan Welcomes Budget for Scotland

Stuart McMillan MSP SNP has welcomed today’s Budget announcement and three year spending review by Finance Secretary John Swinney MSP.

The budget has set out the Scottish Government’s spending commitments for the year 2012-13 and the spending review set out spending plans for the subsequent two years.

Key announcements include plans to maintain the Council Tax freeze, an increase in real terms funding for frontline NHS and the creation of a £50 million Early Years Fund.

Commenting on the spending review announcement Mr McMillan said:

“Today’s spending review shows why the SNP Government’s economic strategy is working, whilst the UK Government’s is failing, with Scotland having lower unemployment and higher employment than in the rest of the UK.

“John Swinney has invested in jobs, in infrastructure and in real change to Scotland’s public services so we can prevent the problems facing our society instead of meeting the cost of cleaning them up.

“The news of investment in the housing sector through the building of 30,000 news homes is to be welcomed, particularly in Inverclyde where we have seen record investment in social housing by the Scottish Government in recent years.

“With a council tax freeze continuing to deliver support for Scotland’s households we are seeing Scotland through the tough times and with investment in early years, broadband and renewables we are backing the future of our nation.

“Instead of cutting too far and too fast like the UK Government the SNP Government has delivered a balanced budget that protects investment and supports jobs. Meanwhile Labour has put their heads back in the sand demanding everything with no indication of how they would fund anything.

McMillan Welcomes Reduction in Flytipping

Stuart McMillan MSP SNP has welcomed figures released today that show the number of instances of flytipping in West Dunbartonshire has reduced significantly.

Figures released by the Scottish Government show that instances of flytipping in West Dunbartonshire have reduced from 860 in 2009/2010 to 446 in 2010/2011.

"I was pleased to learn of the dramatic reduction in instances of flytipping in West Dunbartonshire.

“This demonstrates the success of work undertaken by West Dunbartonshire Council and the Scottish Fly-tipping Forum, funded by the Scottish Government through Zero Waste Scotland, to help remove flytipping from our society.

“Flytipping blights far too many beauty spots and communities in Scotland and any action to help reduce its prevalence is to be welcomed.

McMillan Speaks in Economy Debate

Stuart McMillan MSP SNP has today (Wednesday) spoken in the Scottish Government debate on economic strategy.

During his speech Mr McMillan highlighted his support for new enterprise zones, which are to be created in four locations in Scotland, and the urgent requirement for Scotland to have control of corporation tax.

Mr McMillan said;

“With the UK Government cutting public spending too far and too fast, including an £800m cash cut to the Scottish Government Capital Budget this year alone, the lack of a Plan B from the Chancellor is frightening to say the least.

“It’s vital the Scottish Government is given control of taxation as this will allow the Finance Secretary the necessary tools to shape a better economy for Scotland.

“Alongside this, I am keen to learn the location of the new enterprise zones for Scotland as I believe it’s vital at least one should be based in West Scotland.

“As people will be well aware, under the Tories at Westminster and with Labour in control of Inverclyde Council at the time, Inverclyde became an Enterprise Zone. However, it’s fair to say it wasn’t a success. A ten year opportunity wasted.

“Therefore, it’s important the new enterprise zones are fully supported and given the necessary economic and financial levers to flourish. I believe linking the enterprise zones with the National Renewables Infrastructure Fund would aid Inverclyde’s potential to become a new enterprise zone and thus a sustainable economic player in the Renewables sector.”

McMILLAN WELCOMES SUPPORT FOR LOW CARBON ECONOMY

McMillan Welcomes Action on High Hedges

McMillan Raises Clyde Coastguard Issue in Parliament

“Leaving the West Coast of Scotland to be covered by the stations in Belfast and Stornoway, who won’t have the local knowledge, may well add to the time it takes to get to those in trouble. This situation would be highly dangerous and I believe is ill advised.

“Local knowledge and understanding are vital when dealing with emergency situations and with half of Scotland’s marina’s in the Clyde MRCC area, as well as numerous ferry routes including the high volume routes from Gourock, there will be a reduction in confidence and growth from investors if they feel that safety on the Clyde is being placed in jeopardy.

“Therefore, it’s vital we retain MRCC Clyde in Greenock in-order to reassure the public in West Scotland that safety is of paramount importance rather than what we are currently witnessing which is a cost cutting exercise from the Tory Lib Dem UK Government.”

McMillan Welcomes Lottery Funding

Stuart McMillan MSP SNP has today (Friday) welcomed the announcement from the Big Lottery Fund that 37 projects in the West of Scotland region have secured funding totalling £202,308.

The Big Lottery Fund is investing in Scotland’s communities through its Investing in Communities portfolio as well as the small grants schemes Awards for All, Investing in Ideas and 2014 Communities. Some of those to benefit were Helensburgh Play Park Association who secured funding of £9,980 and Helensburgh Sailing Club who received £8,750.

Mr McMillan said;

"Projects such as Able2Sail, Geilston Hall Management Committee, Helensburgh Play Park Association and Age Concern Dumbarton are all projects in West Scotland which have secured financial assistance.

McMillan Highlights Bogus Call Scam

Stuart McMillan MSP (SNP) has today (Friday) urged his constituents to be alert to a new telephone scam.

Mr. McMillan said:

“Bogus calls are a real nuisance with callers, often from overseas, trying to con folk into giving away their bank details or access to their computers. It is very easy for folk unsure about technology, particularly the elderly, to be tricked by these calls.

“This most recent scam is particularly sneaky, playing, as it does, on the suspicion about bogus calls that the fraudsters have built up amongst the population.

“These calls, I have been informed, claim to be from BT or the Telephone Preference Service, offering protection from bogus callers. The sting comes when the recipient of the call agrees that they would like this service and are then asked for their bank details to pay in the region of £50 for the service.

“I want to stress to my constituents that the Telephone Preference Service is free. No-one from the TPS will call you up and ask for money. Anyone doing so is a fraudster and you should simply hang up the phone.

“Signing up for the TPS – which you can do online or by phone - is a good idea. Although, sadly, there is little they can do at the moment about calls from overseas that deliberately flout the law, they do give some defence against bogus calls and telemarketers.”

McMillan Highlights Grants Scheme

Stuart McMillan MSP (SNP) has highlighted the availability of grants from the Bank of Scotland Foundation for local charitable groups.

Twenty-three charities across Scotland received nearly £290,000 in the first tranche of donations from the foundation.

The foundation is now seeking applications for the latest round of donations.

Mr. McMillan said:

“The small grants programme accepts applications for amounts up to and including £20,000 from charities registered in Scotland. It particularly seeks to help with the development and improvement of local communities and also financial literacy and financial inclusion.

McMillan Welcomes Fall in Reconviction Rates

Stuart McMillan MSP (SNP) has today (Tuesday) welcomed the announcement from the Scottish Government that statistics show the two year reconviction rate in Scotland has dropped to their lowest level in 11 years.

Mr. McMillan said:

“I welcome the announcement from the SNP Government that reconviction rates in Scotland have dropped to their lowest level in 11 years.

“This is very much progress in the right direction and demonstrates how this SNP Government is continuing to act tough on crime.

“We’ve seen crime rates fall to a 30 year low in Scotland and a record number of police officers on our streets.

“Therefore, Scotland’s communities, neighbourhoods and streets are becoming safer thanks to the SNP Government’s justice policy.”

SNP MSP Stuart McMillan has today [Wednesday] said that the UK government’s current proposals to close the Clyde coastguard station are threatening lives.

The Tory-Lib plans will see the Greenock MRCC closed in the next four years with responsibility for the busy and extensive waters being divvied up between centres at Belfast and Stornoway.

At a meeting in Greenock today campaigners pledged to continue their fight to keep Scotland's busiest coastguard station open.

There will now be a further rally in Greenock on September 24 as the opposition to the planned cut gains momentum.

Mr McMillan said:

“I got involved in politics to try and help people, not to put peoples’ lives into danger, and putting peoples’ lives into danger is exactly what the UK government proposals will do if the cuts are made.

“I wonder if the people behind these proposals have looked into the possible loss of lives when there is a delay when there is a call out from Belfast or Stornoway?

“What impact will a boat or helicopter taking an extra five minutes have on stranded people’s lives?

“What if that delay is 10 minutes - or half an hour?

“Nobody has been told these things but what is certain is that lives will be lost if Clyde Coastguard is allowed to be lost.

“And there is no substitute for local knowledge. Not only will the teams from the other centres be stretched if they have to look after Clyde’s huge and busy area but they won’t know the coastline the way the team here do.”

PROPOSED CLOSURE OF SCOTLAND’S BUSIEST COASTGUARD PUTS MONEY BEFORE LIVES

SNP MSP Stuart McMillan has stepped up the fight to save Scotland’s busiest Coastguard base saying that lives will be lost if it is allowed to close.

Mr McMillan is to contact his counterparts in Northern Ireland to discuss the UK’s plans to make Belfast responsible for the Clyde area.

Clyde Maritime Rescue Co-ordination Centre (MRCC) deployed more Search and Rescue hours than any other station in Scotland in 2010, and was the third most active in the UK.

Mr McMillian, speaking ahead of a public meeting in Greenock next week, described the UK Government’s proposal for Clyde coastguard area’s responsibility is to be divided up amongst existing centres in Belfast and Stornoway as “dangerous and foolish”.

Clyde covers a unique area including Glasgow and Prestwick airports, seven ferry routes, dozens of islands and the Faslane naval base.

A community-led and nationwide online campaign to save the vital service is in full flow and is supported of Mr McMillan who is in regular contact with Clyde staff.

He said: “It is imperative that the UK Government’s Department of Transport looks again at the facts and reviews the case for saving Greenock’s Clyde Coastguard Centre.

“The UK government are prioritising saving money ahead of saving lives. It really is that serious.

“The Firth of Clyde is one of the busiest and strategically most important waterways in the UK.

“It is a part of Scotland that is loved by tourists and locals and has some of the best sailing waters in the world. Over 2.5million people travelled on passenger ferry journeys in the area last year alone.

“The river remains an important corridor for trading vessels and fishing boats alike.

“And it houses the UK’s nuclear weapons. Do the UK Government really think it’s a good idea to have no coastguard service located in an area with such a high concentration of interests.

“To do away with a committed and fully functioning coastguard service with expert local knowledge would leave a void that could not be filled by an over stretched centre in Belfast. The UK’s plans would see the largest coastguard area handed over to a base in Belfast that is currently responsible for one of the smallest.

“It would be a dangerous and foolish move to let the Clyde centre close.”

The Clyde centre serves a vast area of western Scotland including; Mull of Galloway to Ardnamurchan Point, the Islands of Jura, Gigha, Islay, Arran, Coll, Tiree, Mull, Bute and Cumbrae.

With other emergency services devolved, Mr McMillan argues that the Scottish Government should be granted responsibility for the coastguard in Scotland.

He added: “Both in delivering and operating services there is no substitute for local knowledge and understanding.

“Scotland’s emergency services should be managed for Scotland’s needs.

“The west coast of Scotland needs this service and it is essential Westminster recognise this. If they are unable to deliver the services required then they should transfer the responsibility to the Scottish Government.”

McMillan Condemns Banks Over Cash Machine Cut Off

Plans by state owned banks RBS and Lloyds to restrict the use of cash machines by people on low incomes and in rural areas have been condemned by SNP MSP Stuart McMillan.

According to reports Lloyds TSB, NatWest and Royal Bank of Scotland basic bank account customers, who are often on low incomes, are to be banned from using any cash machine not belonging to their own bank.

Current account holders who pay fees every month will still be allowed to use any machine.

Stuart McMillan MSP, who is a member of the Scottish Parliament's Economy, Energy and Tourism Committee, said:

“This move by the Royal Bank of Scotland and Lloyds is nothing short of scandalous.

“It clearly discriminates against economically deprived customers who will now face difficulties accessing their own money and will hit those in rural areas hard.

"In many deprived areas and in rural areas there is only one cash machine and only one place to access money.

“This policy will make life more complicated for customers on low incomes who tend to use cash machines more and could force them to spend more to get access to their own cash.

“RBS and Lloyds are penalising the same taxpayers who bailed them out."

McMillan Receives Scottish Government Response to Clyde Coastguard Closure

Stuart McMillan MSP (SNP) has today (Monday) received a response letter from the Scottish Government in connection with the proposed closure of Clyde Coastguard Maritime Rescue Co-ordination Centre (MRCC).

The letter from the Minister for Transport, Keith Brown MSP highlights the Scottish Government’s disappointment with the plans to close Clyde and Forth stations. The Minister argues, it is vital the final structure is fit for purpose and ensures the safety of mariners and those using the Scottish coastline.

“I share the Minister for Transport’s disappointment in the proposed closure of Clyde Coastguard Maritime Rescue Co-ordination Centre (MRCC).

“Only last week I, once again, meet with staff representatives at Clyde to discuss the way forward in fighting these closures.

McMillan Welcomes New Crack Down on Knife Crime

Stuart McMillan MSP (SNP) has welcomed the news that people who choose to carry knives in public places will face tougher penalties from today as the SNP Government steps up its efforts to crack down on knife crime across Scotland.

In the last four years knife crime has fallen by 30% but the SNP Government is determined to see it fall further.

The new measures will see people caught carrying a knife in public places such as licensed premises, bus or rail stations or in crime hot spots facing penalties of up to four years and tried by jury to ensure harsher penalties can be imposed.

Speaking from Inverclyde, where £500,000 has been invested in getting knives off the streets Mr McMillan said:

"Communities like the one I represent in the West of Scotland know the damage that can be done by people carrying knives. The actions of the SNP in Government and the police over the last four years have seen knife crime fall by 30%. That is good news for communities but there is always more to do.

"The SNP will not let up in the fight against knife crime and today's announcement sends a strong message to anyone thinking of carrying a knife that they will be stopped, they will be searched and they will face the courts.

"The SNP is determined to do what works to tackle knife crime and working with the police and prosecutors today’s announcement is further evidence of our determination to drive the scourge of knife crime out of our communities."

The Games will have enormous economic benefits not only for Glasgow but all of Scotland and is an ideal opportunity to start exercising and participate in sport.

Stuart McMillan MSP (SNP) and Deputy Convener of the Equal Opportunities Committee has today (Wednesday) highlighted the launch of the ‘see me’ Scotland small grants scheme to support communities in fighting stigma.

The ‘see me’ Local Grant Scheme and Equality Fund gives Scots the chance to tackle stigma at a local level and make a real difference in their community.

"Last year I added my support to the See Me campaign which aims to tackle the stigma shown by family and friends to people suffering from mental ill-health.

McMillan to Meet Riverside Inverclyde to discuss Sugar Sheds Building

Stuart McMillan MSP SNP has today (Tuesday) confirmed he is to meet Riverside Inverclyde (RI) to discuss their proposals for the Sugar Sheds Building.

Mr McMillan was responding to correspondence he has received from constituents in Inverclyde who are anxious to know what the plans are for the building.

CONSULTATION MUST GIVE FORTH AND CLYDE A CHANCE

SNP MSPs Stuart McMillan (West of Scotland) and Rod Campbell (N E Fife) are calling for support for the Coastguard bases at Clyde and Fife Ness after the UK Government confirmed it intends to close both bases.

Both MSPs have lodged parliamentary motions and are jointly writing to the UK Government for assurances that the final decisions have not already been made.

The SNP has argued that the UK Government’s failure to understand Scottish coastguard services and to respond to local needs should see the service devolved.

West of Scotland MSP Stuart McMillan who has supported Clyde Coastguard said:

"This proposal simply makes no sense and it is unclear who is to lead on services for the Clyde. Is it Stornoway – the nearest station in Scotland - or is it Belfast which has apparently been saved because it has "local knowledge" of the Clyde.

"The best local knowledge of Clyde is surely within the Clyde base.

"The Navy buildings where Clyde is based have been run down for years and this decision is more about avoiding the costs of upgrading an essential service than it is about safety.

"I will be writing to the UK Government seeking guarantees that this consultation is real, that they are open to preserving Clyde and that the decisions have not already been made."

SNP MSP for North East Fife, where the Fife Ness station is located, Rod Campbell said:

"The Forth, like the Clyde, is part of a growing coastal and offshore industry with new developments, offshore renewables, cruises, increasing leisure traffic and of course significant shipping.

"Despite the UK calling this a consultation it appears to be a fait accompli. North East Fife is once again faced with having to battle the UK Government over cuts and services that have a significant effect on the area’s economy and its future.

"I will be working with politicians not just from Fife but across the coastal areas covered by Fife Ness and call on them to support Fife Ness as a working coastguard station keeping those who work in, rely on and enjoy our seas safe.

"The UK Government’s decision makes it clearer than ever that Scotland’s seas and the coastguard service that covers them should be managed from Scotland and that instead of allowing the UK Government to shut our coastguard services and risk exposing the safety of our seas we should continue to argue for devolution of coastguard services so their future is determined by those who understand both the requirements and the potential of Scotland’s waters."

McMillan Highlights Flooding Consultation

Stuart McMillan MSP SNP has today (Thursday) highlighted the current consultation being conducted by Scottish Environment Protection Agency (SEPA) on the issue of flooding.

Flooding in Scotland: A consultation on Potentially Vulnerable Areas and Local Plan Districts, seeks views on how the National Flood Risk Assessment identifies areas for flood risk management planning. Responses will help SEPA to identify those areas in Scotland where public bodies should focus their efforts.

Mr. McMillan said;

"The issue of flooding is a long standing one which requires drastic action from all interested and relevant parties to address the problems we face.

"I know businesses and local residents in Inverclyde are fully aware of the devastating effect flooding can have on an area.

"Therefore, I made my constituents opinions known about the issue of flooding in responding to the Flood Risk Management (Scotland) Act and note I was the only MSP to do so.

"I hope the relevant authorities make submissions to this consultation on flooding and we see the necessary measures taken to address this issue."

This is in light of the recent news that Care home operator Southern Cross is set to shut down after landlords owning all 752 of its care homes said they wanted to leave the group.

Southern Cross owns two homes in Inverclyde: Merino Court Care Home in Greenock and Newark Care Home in Port Glasgow.

Mr. McMillan said;

"It is deeply disappointing that Southern Cross was unable to sort out what were clearly deep-seated financial problems and I understand the concern that will be felt by residents and staff in Merino Court and Newark care home.

"Locally and nationally, a lot of work has been done to prepare for this eventuality and I know that everything possible will be done to ensure that provision for the care and welfare of all residents remains in place with the minimum possible disruption.

"This is why I have written to Southern Cross and the Health Secretary, today, to seek reassurances that residents services will not suffer."

McMILLAN WELCOMES NEW RIGHTS FOR ASBESTOS VICTIMS

The SNP MSP for the West of Scotland, Stuart McMillan, has today welcomed the introduction of the Damages (Scotland) Act 2011, which comes into force today.

The legislation was passed by the Scottish Parliament in March and will benefit those affected by diseases acquired in the workplace, including victims of asbestos, by providing compensation without the need for long court cases.

Commenting Mr McMillan said:

"I very much welcome this new legislation and was proud to support it through Parliament last session.

"For too long the UK government failed to act on the growing calls to introduce proper legal rights for those affected by accidents and diseases in the workplace, especially for sufferers of pleural plaques.

"The previous decision by the House of Lords was absolutely shamefully and I am proud that the SNP Government has stood up for those affected.

"We should not forget the undeniable stress and trauma that the diseases can cause. Groups such as Clydeside Action on Asbestos have campaigned day and night for fair treatment and today their hard work has paid off."

McMillan Attends A78 Meeting

Stuart McMillan MSP, (SNP) has described todayâ€™s meeting regarding problems on the A78 as "positive".

The meeting was attended by members of Inverkip and Wemyss Bay Community Council's and Transport Minister Keith Brown MSP, amongst others.

This was the latest in a number of meetings to try and resolve problems at the A78/Inverkip junction, an issue that Mr McMillan has been involved in for a number of years. A number of issues were discussed including the possibility of altering the speed limit on this stretch of road.

Mr McMillan said;

"I am pleased that the Minister for Transport, Keith Brown MSP, was able to attend today's meeting and I was encouraged by the potential for progress to be made on this issue.

"I have long campaigned for a suitable resolution to the road issues at the A78/Inverkip Junction and will continue to so in the hope that we can find a solution that suits all parties involved.

"The outcome of the meeting was certainly positive and I am pleased the Transport Minister was taking the concerns of the Community Council's onboard."

McMillan Welcomes New Boiler Scrappage Scheme

Stuart McMillan MSP, (SNP) has welcomed the opening of a new boiler scrappage scheme from the Scottish Government.

Funds have been made available by the Scottish Government for over 6,000 households in Scotland to receive £400 towards the cost of a new boiler.

Households with poor performing boilers which convert less than 70 per cent of fuel into heat, will qualify for cashback on a new energy saving model.

Upgrading to a greener boiler will help reduce heating costs by about a quarter and save around £190 a year on fuel bills.

Households can apply over the phone 0800 512 012 or online through Home Energy Scotland, the Scottish Government's one stop shop for home energy help.

It is the third time the Scottish Government has opened the scheme in the last year, with up to 14,000 households expected to benefit from a total scrappage fund of £6 million.

Mr McMillan said;

"I am delighted the Scottish Government has opened up this scheme to help people with energy inefficient boilers.

"This will help reduce heating bills for people across Scotland and will work towards providing greener homes.

"As the scheme is working on a first come first served basis I would encourage all constituents to get in touch with Home Energy Scotland as soon as possible and see whether they are eligible for the scheme"

Stuart has congratulated Phyllis Craig of Clydeside Action on Asbestos on being awarded an MBE in the recent honours list. Stuart McMillan MSP SNP has today (Monday) has joined forces with breast cancer charity Breakthrough Breast Cancer to help increase breast awareness in the West of Scotland region by taking part in the charity’s Touch Look Check campaign.

Touch Look Check (or TLC) is Breakthrough Breast Cancer’s breast awareness message and encourages women to Touch, Look and Check their breast’s regularly. A survey recently undertaken by the charity showed that only half of women in Scotland regularly checked their breasts.

Mr. McMillan said;

"Breast cancer is the most common cancer affecting women in Scotland with over 4000 women diagnosed every year. Each year around 1000 women die from breast cancer in Scotland.

"An early diagnosis of breast cancer can help save lives. This is why I am pleased to help spread Breakthrough Breast Cancer’s Touch, Look, Check message to my constituents via my office, website, local press, and social media.

Audrey Birt, Director of Breakthrough Breast Cancer in Scotland, said:

"While more women are surviving breast cancer it is vital that women stay breast aware. Our message is as simple as TLC – Touch, Look, Check. Do this by regularly touching, looking for changes and checking anything unusual with your doctor and attending breast screening if you are over 50, as these are the best ways to identify breast cancer early. McMillan Raises Concerns Over Ongoing Rail Problems

Stuart McMillan MSP, (SNP) is to seek answers following yet another day of disruption on the Gourock and Wemyss Bay rail lines.

A number of trains were cancelled and delayed today causing major problems for commuters. The Gourock and Wemyss Bay lines have suffered major disruption over recent weeks with trains delayed and cancelled at short notice.

Mr McMillan intends to write to both Scotrail and Network Rail in order to get to the bottom of the problems.

Mr McMillan said;

"I was disappointed to hear of the disruptions today on the Wemyss Bay and Gourock rail lines, it seems to be the latest in a long line of problems on these lines.

"I am concerned that the frequency of disruptions on these lines indicates an inherent problem with the line and service to Wemyss Bay and Gourock. The service at present is not acceptable and is causing major problems for commuters.

"I intend to write to both Network Rail and Scotrail to find out where responsibility lies and see what progress can be made to improve the service on these lines and make it more reliable for passengers."

MSP and Ward Councillor Welcome Repainting & Rebranding of Inverclyde Stations

Stuart McMillan MSP, (SNP) and ward Councillor Jim Grieve have today (Tuesday) welcomed the news from ScotRail that repainting and rebranding work at Bogston and Cartsdyke stations is scheduled to be carried out in June and be completed in time for the Tall Ships.

Mr McMillan received the news in a response letter from ScotRail Deputy Managing Director.

The Tall Ships event takes place from Saturday 9th to Tuesday 12th July 2011.

Mr McMillan said;

"I am pleased to know that ScotRail will be undertaking the necessary repainting and rebranding work at both Bogston and Cartsdyke stations.

"The Tall Ships is an important event in the Inverclyde calendar.

"Therefore, I look forward to seeing the work being carried out at both stations as this will provide a positive platform with which to showcase all that Inverclyde has to offer."

Cllr Grieve said;

"I am delighted that Scotrail are improving both Bogston and Cartsdyke stations.

"In particular the ramp at Bogston station will make it more accessible for people attending the Tall Ships.

Stuart McMillan MSP SNP has today (Wednesday) welcomed the comments of newly re-elected First Minister, Alex Salmond MSP, who has stated the SNP Government will re-introduce legislation on minimum unit pricing on alcohol.

The SNP Government continue to argue that introducing a minimum price of 45p per unit would have significant health and social benefits for the people of Scotland. Minimum pricing was voted down by opposition parties in the previous Parliamentary session.

Mr. McMillan said;

"I welcome the comments of the newly re-elected First Minister that this SNP Government, with a mandate to deliver for the people of Scotland, will re-introduce legislation on minimum unit pricing on alcohol.

"It was disappointing in the last Parliament session that opposition MSP's voted minimum pricing down even in the face of overwhelming support from the health community and police.

"No longer can it be appropriate and justifiable for alcohol to be cheaper to purchase than bottled water.

"Therefore, I look forward to voting in favour of introducing a minimum unit price on alcohol in this Scottish Parliamentary session."

McMillan Seeks ‘Local Hero’

Stuart McMillan MSP, (SNP) is asking his constituents to nominate their 'Local Hero', who will take part in the riding procession to the Scottish Parliament in the Royal Mile on Friday 1 July, alongside MSPs, schoolchildren, religious leaders and prominent Scots.

Before the riding takes place the fourth session of the Scottish Parliament will be marked by Her Majesty The Queen addressing newly elected members of the parliament.

In the afternoon, the Scottish Parliament will open its doors to guests and members of the public with an Open Day, free tours and musical performances to showcase young Scottish talent.

All Members of the Scottish Parliament are invited to select a local hero from their area to come to Holyrood to take part in the riding, ensuring it reflects Scotland's achievements and aspirations.

'Local heroes' are people nominated by MSPs in recognition of the important contribution which they have made to the lives of other people living in Scotland either locally or nationally. This can be someone who has made a contribution that has been largely unrecognised thus far: for example, someone who has given long term service to a school or community project in Inverclyde.

Upon seeking such nominations Mr McMillan said;

"I would be delighted if constituents would get in touch with me with nominations of anyone they feel deserves to represent the West of Scotland as our 'local hero'.

"The opening ceremony is an exciting day and the atmosphere is one of celebration, so it is only fitting that I invite some from Inverclyde to be celebrated alongside MSPs.

MSP and Councillor Raise Tall Ships Issue

Stuart McMillan MSP, (SNP) and Inverclyde Councillor Chris Osborne have today (Friday) highlighted issues surrounding the clean-up of both the Bogston and Cartsdyke train stations in the lead up to the Tall Ships event taking place from Saturday 9th to Tuesday 12th July 2011.

Mr McMillan, after liaising with Councillor Osborne, has written to both Network Rail and ScotRail to ask how they are progressing with making sure Bogston and Cartsdyke Stations are ready for the Tall Ships event.

Last year, Mr McMillan was told that both Cartsdyke Station and Bogston Station are to be rebranded and painted in the run up to the Tall Ships event. This news came in a response letter from Steve Montgomery Managing Director of ScotRail to Mr McMillan.

Mr McMillan said;

"I felt it was important to, once again, write to both Network Rail and ScotRail to highlight concerns which have been raised to both Councillor Osborne and myself regarding making sure Bogston and Cartsdyke Stations are ready for the Tall Ships event.

"It's important we portray Inverclyde in a positive light during this wonderful spectacle. Therefore, any improvements which can be taken at both stations must be done so as this will make the area more visually pleasing to all those coming to Inverclyde for the Tall Ships race.

Cllr Osborne said;

"Both the Cardwell Bay Community Council and the Town Centre Residents Group have raised the state of these two stations and the surrounding areas with me.

The plan is to advise those travelling to Greenock to alight the train at Bogston but it is inevitable that local people will use the Cartsdyke station also. For that reason I would urge both Network Rail and the council to see what can be done to make these stations ready to give the best impression possible to those visiting Inverclyde."

Stuart McMillan MSP, (SNP) and Ward Councillor Innes Nelson have today (Monday) welcomed the news that Inverclyde Council is to open a new nursery in the Larkfield area of Greenock following last October’s closure of Ladybird Pre 5 Centre.

Mr McMillan attended and spoke in support of the campaign to save Ladybird Pre 5 Centre at the public meeting on Wednesday 13th October 2010.

Mr McMillan said;

"I welcome the news that a new nursery is to be established in the Larkfield area of Greenock.

"I was only too happy to attend the public meeting in support of the campaign to save Ladybird Pre 5 centre. Therefore, I am pleased that a new nursery will be established in Larkfield.

"I note the number of places at the new nursery is less than what was previously available, however, this is a step in the right direction."

Councillor Nelson said:

"The new nursery, although not a like for like replacement, will go some way towards meeting the needs of parents in the area."

McMillan Receives A78 Update from Transport Scotland

Stuart McMillan MSP SNP has today (Monday) received a response letter from Transport Scotland in relation to the A78 Trunk Road - Inverkip Junction.

Mr McMillan had previously written to Transport Scotland to highlight concerns from constituents in Inverkip and Wemyss Bay to the revised junction layout. In the response letter Transport Scotland indicate, a post construction road safety audit has been undertaken at the junction and its performance continue to be monitored… To enable a quantitative evaluation of the revised junction layout we have instructed a follow up conflict study to compare the before and after safety performance of the revised arrangement.

Mr. McMillan said;

"I'm pleased Transport Scotland have listened to the concerns of my constituents and have indicated they will undertake a follow up conflict study to compare the before and after safety performance of the revised arrangement.

"I know from the correspondence I have received from constituents in Inverkip and Wemyss Bay they are concerned with the revised junction layout.

"Therefore, I felt it was important to write to Transport Scotland, again, to highlight my concerns and those of my constituents and to ask that action be taken to improve road safety on the A78.

"Since I started with this campaign, progress has been made, although it has been slow and hard work. I will continue to fight for improved road safety improvements on the A78 as a top priority."

McMillan Responds to Flooding Consultation

Stuart McMillan MSP, (SNP) has made his views known on the issue of flooding by responding to the Scottish Government's flooding consultation. The Flood Risk Management (Scotland) Act – Delivering Sustainable Flood Risk Management consultation document gave respondents the opportunity to shape the way in which flooding, and the impact of flooding, is managed across Scotland.

Mr McMillan highlighted the issue of flooding in the West of Scotland region and in particular Inverclyde which has witnessed numerous flooding events.

Mr McMillan said;

"I have been campaigning vigorously for improved flood protection for the West of Scotland region which I have represented since 2007 as a Member of the Scottish Parliament.

"In particular I wanted to highlight the problems Inverclyde has had to face with flooding and a lack of investment over the years to address this important issue.

"I have worked alongside my colleague Councillor Jim Grieve in supporting constituents in the east end of Greenock after the devastating flooding in December 2008 and I have been supporting businesses in the west end of Greenock in their aim of achieving better flood defences.

"I fully appreciate the record of delivery on flooding by the current SNP Government in passing the Flood Risk Management (Scotland) Bill and the Reservoirs (Scotland) Bill. This is contrary to previous Scottish Executive’s who have ignored this important issue.

"Therefore, I hope the SNP Government will continue to invest in flood prevention and take actions which protect the most vulnerable and those areas at greatest risk of flooding."

Stuart McMillan MSP (SNP) has expressed his backing for Prostate Cancer Awareness Month by signing The Pledge for Prostate Cancer.

Prostate Cancer Awareness Month, which runs from 1 – 31 March, is an annual health awareness campaign organised by The Prostate Cancer Charity. The theme of the month is a celebration of awareness and The Prostate Cancer Charity Scotland is mobilising people and urging them to 'declare they are aware'.

Mr McMillan said:

"Prostate cancer is the most common cancer in men in Scotland. 2,700 men in Scotland are diagnosed with prostate cancer every year, and 19,000 are currently living with the disease. Two men die of prostate cancer every day.

"Despite this, we still have a long way to go in terms of understanding the causes and identifying the most effective ways of diagnosing and treating prostate cancer - as well as improving the public’s knowledge of some of the issues faced by people affected by the disease.
"That’s why I was delighted to sign The Pledge for Prostate Cancer during Prostate Cancer Awareness Month 2011. I hope men and women of all ages and all walks of life get behind the campaign and are able to declare ‘I’m aware’ come April."

Ann Ferguson, Head of Scotland Operations at The Prostate Cancer Charity, said:

"It is fantastic that Mr McMillan is showing his support for men and their families affected by prostate cancer.
